PLACE OF MEETING City
A. Members present: Chairman Don Hackma
Jim Snivel , _ Margit Thorodal_- I
B. Other's present: Agnes a from a for Helping Hands
Program and Fran Dewing from the Laurel Senior Citizens n r.
A quorum (3 or more) present the following action was tak?F ?q
the committee:
SENIOR HELPING HANDS PROGRAM:
The Senior Helping Hands Program is.where someone goes out to a
persons home to provide a service, such as light housekeeping, laundry,
personal care, etc. At the present time, they service about 15 here in
Laurel. All are handicapped in one way or another.
There is no charge for this service, however, donations are accepted
to help cover the cost of the service provided. The $2,000 of General
Revenue Sharing money does not cover all of the costs.
Referrals are made through the Senior Citizens Center, visiting
nurse services, and most come from the elderly themselves. Someone who
is being taken care of will know someone else that may need the service.
Children of elderly parents will call the Helping Hands office (in
Billings) and request the service for their parents. There is an
evaluation process that is gone through, because there may be someone
who does not want the service.
SENIOR CITIZENS CENTER:
The Senior Citizens Center receives $2,500 in General Revenue
Sharing money which goes towards the operation of the Center. Some of the
programs and activities are:
(1) meals at the Senior Citizens Center
(2) meals on wheels (delivered to the shut-ins)
(3) Bingo
(4) Pool tables
(5) Cards
(6) Movies
(7) Arts & Crafts
(8) Flu shots once a year
(9) Blood pressure checks
Transportation was discussed. At the present time, Special Transportation
brings a van to Laurel about 10:00 a.m. and leaves about 3:00 p.m.
If there was a garage available to house a van in Laurel, Special
Transportation would leave the van here for use in the evenings, etc.,
and to save the cost of driving back and forth.
The Senior Citizens Center is all on one floor and is accessible
to the handicapped, including the bathrooms.
Curb cuts were discussed and one should possibly be considered
by the Center.
It was mentioned that the street -light on 1st Avenue and Main Street
does not stay on green long enough for elderly people to cross, going
nnrrh an/4 enIIth
Parking for the handicapped was discussed. It was mentioned that
it would be nice if Safeways, Thriftway and IGA would provide handicapped
parking close to their doors. Part of the problem is that the driver
of a vehicle, who might be a Helping Hand, is not a handicapped person;
but they will be taking a handicapped person shopping and really do not.
qualify to park in a handicapped parking area. Agnes Crow said that
she is working towards a solution to this problem. Don Hackmann said
that he would contact the 3 local grocery stores and see if they would
provide parking for the handicapped.
There was discussion about the Council Chambers being on the
second floor of City Hall. It was recommended by the people present
to really consider a closed circuit TV with 2-way communication, rather
than moving the meeting somewhere else periodically. The reason being,
is that it might be confusing to the public and also there are Public Hearing
and other issues that come up which might not be discussed at the time
the meeting would be moved somewhere else.
A home repair program was mentioned. Agnes Crow said that at the
present time there is nothing in the budget and would like to know if
they could get some help here. Occasionally someone might need a hand
railing, ramp for a wheel chair, or a leaky faucet fixed and there are
not any funds to provide these type of things. There is volunteer labor
provided, but no money to buy materials.
The members of the committee who were present, felt that both
organization were monitoring themselves real well in regards to compliance
of the Sryction 504 regulations.
The next meeting is scheduled for November 26th at 4;30 p.m.
at City Hall.
Donald L. Hackmann, City Clerk
Section 504 Coordinator
