COUNCIL CHAMBERS PRESENT: Jim Flisrand, City of Laurel Russ Lowe, Cenex Pat Kimmet, Cenex Steve Barlow, Laurel Outlook Dave Michael, City of Laurel Gay Easton,`City of Laurel Bill Staudinger, City of Laurel Miles Walton, City of Laurel John Berg, Cenex Chuck Rodgers, City of Laurel Cenex was present requesting a 14 inch tap to the City of Laurel water truck line located on the east side of U.S. Highway 310 & 12 South. The tap request was made a few months ago and following staff review it came before the Public Utilities meeting on January 13, 1997. The Committee recommended that the Council be made aware of the concerns and require a consultant review of the low service pumping operation prior to approval of any taps of this size. This special Public Utilities meeting on this date was held on request of Cenex to reconsider the 14 inch tap, prior to any consultant review. Cenex currently has the following taps that may be used for processing and/or fire suppression; 10 inch, 8 inch, 6 inch, and 2 inch. Also an existing 6 inch hydrant and two previously approved 6 inch hydrant taps are available for fire suppression. The Committee indicated support for the 14 inch tap provided it was for fire suppression only, however, Cenex indicated that was not feasible. Mr. Kimmet indicated they can pump 4750 gals/min. now from the west water line and they need comparable on the east side also. (approximately 4000 gal/min.). If approved their total would be 8750 gal/min. or 12.6 million gallons/day. The Water Plant can only produce 4.3 million during the winter (due to low service pumping problems), and 8.1 million during the summer months. The proposed consultant review as recommended in January would give the City the information and direction for requests of this nature and also address the low service pumping problem. Motion by Miles Walton, seconded by Jim Flisrand, to encourage the attorney's for the City and Cenex to determine if an agreement can be drafted to address all concerns, and return with their input. Motion carried. Motion by Jim Flisrand, seconded by Miles Talton, to recommend the Council authorize contracting with a consultant to proceed with the study concerning low service issues and future commercial/industrial taps to the system. Motion carried. Discussion with Cenex on the possibility of purchasing a small parcel of property adjacent to the Water Plant to facilitate the Water Plant improvements. Mr. Kimmet indicated purchase was not possible however, they may consider a lease. Request was made to possibly exchange properties of equal acreage, due to the need of building a structure on the property in question at the Water Plant. Mr. Kimmet indicated they would not consider any proposal on exchanging properties. The city will review the option of a lease.
