(Water Task Force) William Staudinger Laurel Haggart Dirk Kroll Dave Michael Jim Flisrand Andy Loebe Lorriane Craig Russ Lowe Earl Tufte Amendment #4 to the engineering contract to the water project was presented. Jim gave a brief overview of the water project and the reason for the increase. Discussion followed and Dave Mosser gave the history behind the increase. The committee recommends that a resolution to approve the engineer's increase go the council on October 21, 1997. UTILITIES COMMITTEE Tap at Cenex _Refine rv Jim gave an overview of the request from Cenex for an additional tap and included a handout with a portion of Morrison Maierle's report for the committee's review. Pat Kimmet gave the history of the request from Cenex's point of view. He maintains that there will be no additional usage, just a quicker response time for emergency situations. Jim stated that the city cannot deliver the capacity of water which Cenex may consume through the number and size of taps that Cenex already has, even without the consideration of consumption of the new tap request, to the city's water system. Earl Tufte stated the committee needs to consider what is best for the water usage area. The information the committee received is not clear. He stated the city and Cenex need to come to an agreement on the tap and water usage. Bud recommends that the city and Cenex get together to work out an agreement regarding this. Norman appointed the following people to a committee to look into this. Cenex representatives - City representatives - Pat Kimmet and Russ Lowe Dave Michael Morrison Maierle Earl Tufte Dave Mosser 2 aldermen Dave Michael presented changes that are needed to upgrade the water utility ordinances. Motion by Gary Temple to have Dave Michael rewrite the water utility ordinances and to present them to the Utilities Committee at the November meeting, seconded by Norman Orr. Motion carried. Gary Temple requested to have the delinquent account list presented at each utility meeting for review and to be a part of the committee minutes. Discussion followed. Motion by Gary Temple to make the delinquent account water list a part of the utilities committee minutes, seconded by William Staudinger. Motion failed. Dave Michael received notice from the Montana Department of Health for the $ 2.00 charge per service tap customer. The committee is recommending to the council that the charge be placed on the January 1998 water bill. Motion by Dave Michael to prepare a resolution charging the customer the $ 2.00 annual service tap fee and that it be put on the customer's January 1998 water bill, seconded by Phil Curry.
