PUBLIC UTILITIES COMMITTEE
DECEMBER 14,1998 5:00 P.M.

Leonard Diercks, 1307 Pennsylvania Avenue, a representative of the Girls'
Softball Association, asked the committee for help with the water bill for the park
located west of Wood's Powr-Grip. Some discussion followed. Since the park is
outside the city limits and no other organizations have received relief for their
water bills, the committee decided that no relief could be offered to them.
Motion by Bill Staudinger to recommend not granting any relief for the
water bill to the Girls' Softball Association, seconded by Gary Temple.
Motion carried.
Larry mentioned that a resolution regarding the completion date for the Water
Treatment Plant is on the agenda for the city council meeting on Tuesday. There
was discussion about the liquid damages and what they are: a six-inch permanent
bypass; a temporary ten-inch bypass; additional road sub-base that had to be
installed. It was decided that it would be advantageous to extend the contract to
April 15, 1999, as it would allow the contractor to continue his work now and
enable us to deal with future things such as high water. Motion by Bill
Staudinger to recommend that the target completion date for the Water
Treatment Plant contract is extended to April 15, 1999, seconded by Gary
Temple. Motion carried.
The resolution for the change order for the water lines was discussed. Larry
explained why the items were in the change order. Some of them resulted from
poor mapping and upgrading of the system that should have been done originally
to allow for future expansion. Motion by Gary Temple to recommend
approval for the change order for the final cost of the water lines for
$24,561.00, seconded by Bill Staudinger. Motion carried.
There was discussion on the resolution accepting Change Order No. 2 for the
Water Treatment Plant project. This deals with orders for additional costs for
valves and electrical work as the building code division indicated that additional
things were necessary in the scrubbers and the storage room needed to be
enlarged. These additional costs resulted from the building code and could not be
changed or prevented. Some side gates were installed for the improvement of the
Water Plant. Further discussion followed. Motion by Gary Temple to
recommend approval on Change Order No. 2 for the Laurel Water
Treatment Plant, seconded by Bill Staudinger. Motions carried.
Larry advised the committee that a special meeting might be necessary before the
next council meeting to deal with additional change orders. One change order is
concerning the building permit. Larry will contact the members of the committee
regarding the date of another meeting.
There being no further business, the meeting was adjourned
