A quorum (3 or more) present the following action was taken by
the committee:
In January of 1982 the Chief of Police instructed three dispatchers to attend
a two week Law Enforcement Uadamy Dispatchers school in Bozeman commencing oil
November 15 , 1982.This achooi is conducted only once a year and is budgeted for
from the Police Reserve fund , including the cost of covering the shifts of those
attending.
One of the dispatchers did not wish to attend for various reasons including
possible retirement in the near future.Said dispatcher bypassed both the Departmental
"chain of command " procedure and the Union grievance procedure and took her
complaint directly to the Mayor.The Mayor then issued a directive that no dispatcher
attend the school until the matter was resolved.
Following explainations and diseussionthe following items were agreed upon ;
1. Two of the dispatchers will attend the school.
2. All new dispatchers will be hired with the understanding that they will
required to attend various schools from time to time.
3• In consideration of her possible pending retirement the dissenting
dispatcher shall not be required to attend this school at this time but
shall receive a letter of reprimand for bypassing the "system".
The Committee wishes to compliment both Mayor Ehrlick and Chief Bloom for the
amicable resolution of the matter.
