HomeMy WebLinkAboutEmergency Services Committee Minutes 07.24.2000Emergency Services Committee 7-24-00 Committee Members: Dan Dart Lauren VanReekel Ed Thurner Staff: Ambulance Director Jan Faught Police Chief Rick Musson Others: Dan Meats Smokey Staudinger Ken Olson Ken Olson called the meeting to order and introduced Klm Wombolt as the new secretary. Ambulance: Ambulance Director Jan Faught handed out a report of the Laurel Volunteer Ambulance Statistics Report from January to June, 2000 and a copy of the agreement between the TENKIDS Network and the Laurel Volunteer Ambulance for the receipt of the computer software and equipment. Jan reported that statistics are kept on all pediatric care patients. Next month, a four-hour training session will be held for all of members and crew of the ambulance depastment, lan further reported that efforts axe still in the works to get another room for the director to work out of because space is very limited. Jan stated that Dr. VanNice resigned as medical director un July 15t~, The state allows two months for a new medical director to be found. A director is not needed if A.E.D.'s are not used. She said that she received a telephone call from Dr. Beamett from the Yellowstone Pathology Institute. He is interested in the director's position. She will find out if he meets all of the requirements for this and if so, will get the necessary paperwork to him. Jan stated that two attendants are on leave for the sanuner. The Laurel Volunteer Fire Department Auxiliary contacted her to see if the Ambulance Department would be interested in setting up a booth during the Sunflower Days in September in order to have free blood-pressure screenings, ambulance tours, and child safety seat checks. She said that they are interested in doing this. Jan also reported that the Interact will provide training programs through M.S.U. - Billings' med. net site and can be used for rectification training ChiefMusson stated that it is hoped that the Police, Fire and Ambulance can work towards getting one Interact server in order to get all on one line. By doing this, each will have access to the review of the budget and other information. Kan Olson asked about the status of the old ambulance. Chief Rick Masson reported that the ambulance was used as a command post during the 4t~ of July and it worked very well for this. He further stated that it might also serve as a transport vehicle in the future. All of the lights and flashers work as well as the locks on the doors. He stated that this vehicle is not intended to be used for emergency responses. Police: Chief Mussun commended Ken Olson un the handling of the recent complaint received at the last meeting. The findings of this complaint were handed over to the Police Oversight Committee. ChiefMusson gave same history un the S.R.O. (School Resource Officer) program. He stated that there is federal funding through the COPS Grant in the amount of $175,000.00 for three years. There is also money budgeted to finance the amount not covered in the grant to get officers in the schools for 9~ to 10 months. The other 2 to 2 ~ months, lite officer will bo put out on general police duties. The SRO will be a mentor to the students, assist the superintendent and principal, establish polices for the Police Department, act as a truancy officer and will be visible at school functions. Both the school board and superintendent are in favor of this program. Jay Hatten is the officer who will bo the SRO for the Laurel schools. He and other officers from other communities will go to Billiags to be trained by the SRO's in the Billings schools. Chiaf Musson stated that he will watch the direction that the program is headed and will help in any way necessary. Jay Hatten will be attending a 3 ~ day course in Polson in August with the expenses for this paid through the post. On September I0ta, two officers will be sent to Helena for a 12-wcek basic training course. Chief Musson also reported that he and Larry Tenglen would be attending the National Crimesteppars Conference in order to receive an awed. There will not be any cost to the City fur this. Fire Chief Jim Stevens could not attend this meeting. Chief Musson reported that the Fire Department would like to have an 800 meg. radio system put in. He stated that last May the fire radio malfunatiened and they are in the process of checking into the different radio systems. If an 800 meg. system wore put in, all commanieatioo with the other counties would be lost. They are looking at a VI-IF repeater site since there is not enough money to go with an 800 meg. system. A system is needed with paging devices and an encoder. The Fire Department needs to have a base radio and repeater. A site is available that has one dead spot on 12ta SWeet end 12* Avenue. Hand-held radios won't work in this area, but the car radio can be used for this. Dan Mcers, an onlooker who also is on the Fire Deparlment, reported that Burlington Northern Santa Fe Railroad denmed a 1994 Suburban to the Fire Department. This Suborben bas a few dents and had to be picked up in Whitefish, Montana. Ken Olsen stated that this Suburban would be valuable when a vehicle is needed to go into the country areas, Other: Jan Faught stated that the paving work done on Second Street is great and very much appreciated. Ken Olsoo said that this street probably gets the most traffic from heavy vehicles out of any other street in Laurel. Smokey Staudinger stated that there should not be any complaints received about the 5ta Avenue cressin~ He said that Railroad Stre~ should be made into a no purk'mg area since this is a truck access route. ChiefMusson stated that the money spent on the lighting on Third Avenue has been well worth it. He encouraged all to drive by this area and stated that Ace Electric is doing the electrical work. Ken Olson reported that he had a chance to ride along with the Police from 10 p.m. to 3 a.m. to gat a better idea of what is happening during this time. He encouraged the others to do the same ia order to gat a better idea of what the Police Department has to deal with. Chief Musson stated that he appreciated Ken coming out for this. He said that by riding along, others gat a true education. He said that if anyone is interested in doing this, they can contact his office and a schedule will be worked out. There is protocol that has to be followed with scheduling and the Reserves. A waiver will also need to be signed with a questionnaire on the backside that he would appreciate all that take part to ifil out. At the next meeting if time allows, the committee will go look at the Ambulance Departraent's apparatus and equipment, space problems, and the space needed to be in accordance with the State Department. Ken Olson said that he would talk to Jim Stevens to find out if the committee could meet there. The ncxt meeting will be held on August 21, 2000.
