BUDGET/FINANCE COMMITTEE
JULY 19, 2000 7:00 P.M.

The purpose of the meeting was to discuss the issue of health insurance premiums.
Mary distributed a letter she received from New West stating that they will not offer the
current (CompraCare) plan to the city, as of 9/1/00. Therefore, it seems that the city has
only one option: all employees will be covered under the YCHP Plus Plan. Dave Allen
brought a letter from YCHP to confirm their acceptance of the New West members.
The main concern of the city is that there is a smooth transition with no lapse in coverage.
Mary stated that she had also received another month's premium statement from New West,
for 8/1 - 8/31, at the old rate. She recommended staying with New West for one more
month, if possible, in order to give more time to the people who have to change carriers.
Dave will confirm with YCHP if 9/1/00 is acceptable, because the "open enrollment" period
is prior to August 1st.
The overall premium increase will be 22.7% with everyone on the YCHP Plus Plan.
The committee then had Joe draw up a letter to the Insurance Committee stating the facts
and requesting a recommendation to the Mayor by July 28th. Mary will deliver the letters to
the union reps of the Insurance Committee in the morning.
The meeting adjourned at 8:15 p.m. The next Budget/Finance work session will be on
Tuesday, July 25th, at 7:00 p.m.
