POLICE COMMITTEE MEETING
COUNCIL CHAMBERS
June 6, 1996
5:30 P.M.

Mike Atkinson reported that he has sent letters (see
attached) to Chief Loren Ballard of the Billings Fire Department
and Captain David Dill of the Montana Highway Patrol requesting
assistance in providing dispatchers from their departments to
help alleviate the overtime and understaffing problem that the
Laurel Police Department is experiencing.
Mike reported that he has received complaints about loud
music coming from vehicles', Currently no ordinance addresses
this situation. He will check with other localities for
ordinances covering this problem.
During budget talks mention was made of purchasing
refurbished police cars in lieu of purchasing new units. Mike
said that he checked with Miles City. In the past they had
purchased these units, but had no intention of doing so in the
future.
Mike distributed to the committee ordinances from Miles
City, Glendive, Whitefish, Conrad and also the State Code
regarding parking of vehicles. Discussion was held among the
committee and those attending as to the problems associated
and possible solutions. Discussion centered around junk
vehicles, recreational vehicles and other types of vehicles
that have been reported on city streets. Discussed was the
possibility of passing an ordinance allowing recreational
vehicles to park on the streets from April 1, to October 1.
It was the consensus of the committee to have another meeting
on June 11, giving the committee time to read over the
ordinances.

Captain Dill,
I am inquiring about the possibility of assistance from your agency, to the
City of Laurel, to alleviate a problem we are having with an overtime
predicament in our dispatch center. We have been burdened with too many
shifts and not enough dispatchers.
Presently we have four full time dispatchers and one relief dispatcher. In the
past year, we've had some family emergencies and illnesses, which not only
creates a serious overtime situation with the budget, but is not a healthy
situation with our dispatchers having to work their days off, on regular basis.
I would like to meet with you and Chief Loren Ballard, with the Billings Fire
Department, to discuss the possibility of a "Dispatcher Pool", this would list
interested dispatchers, that would be willing to work some extra hours in a
time of need; with the understanding this would be worked around their
priority schedule. The City of Laurel would be responsible for training on our
system and for all salaries.
Please let me know when would be a good time to have a meeting, at your
convenience, and the opportunity to discuss this further.
