The Committee discussed the retirement system for the police
department again with officer mark Guy. Members of the committee
were concerned of the extra cost to the City to pay into the Police
Officer's Retirement System. Officer Guy stated that the City pays
for new officer's training and education when they are hired here
and then will move onto other departments within the state. The
extra cost will pay for what the City spends in training of new
officers.
Motion by Bill Brennan, seconded by Bill Staudinger, to
recommend a 20 year retirement program for the department, after a
study is made to look at the overall cost of the program, which
will then be presented to the Budget/Finance Committee for the
1997-98 City budget. Motion carried.
Captain Musson presented a list of seven people he would like to
appoint to the Police Reserves. (copy attached)
Motion by Bill Brennan, seconded by Norman Orr, to recommend
the seven people on the list be appointed as Police Reserve
Officers by the Mayor with the consent of the City Council. Motion
carried.
Officer Travis Pitts brought up the idea of obtaining a drug
detection dog for the Police Department. The dog he recommends is
a 5 year old purebred German Shepherd named Bruno. He was trained
for 2 years in Carbon County by Officer Luke Schroeder for drug
detection and tracking. Committee members voiced concerns
pertaining to future training and certification of the dog and
officer, the expense of having a police dog, and the liability to
the City. Sergeant Zuhoski stated that a drug forfeiture fund is
set up for just this purpose for the training of the dog and
officer and upkeep of the dog. Sergeant Zuhoski also stated that
Bruno would be covered by the same liability as any officer on our
police force.
Motion by Norman Orr, seconded by Bill Brennan, that the
committee recommend, on the condition of the appointment by the
Mayor and consent of the City Council, that Bruno be the official
drug detection dog for the Police Department and this be put on the
agenda for the April 1st cduncil meeting. Motion carried.
Captain Musson also brought to the attention of the committee that
the department has bought 3 cellular phones for the command
officers. An extra car phone is available at this time. He asked
the advice of the committee what should be done with the phone.
The committee recommended to have the patrolling officers use the
phone to see if it is an asset to the Department. The committee
will decide at the next meeting whether or not the car phone is
feasible.
Captain Musson also reported that 1,299 calls to service were made
from January 1st through March 4th, which includes ambulance and
fire calls.
The meeting was adjourned at 9:00 p.m.
The next scheduled meeting is April 3rd at 7:30 p.m. at the FAP
Complex.

Dear Mayor Rodgers,
The Laurel Police Reserve Candidate Board met on February 22, 1997 and interviewed 18
candidates. After the interviews were completed the board agreed to accept the top 25% of the
candidates. The interviews consisted of questions totaling 160 points. This multiplied by the four
board members equals 640 points. The top 25% had to score 480 points or higher. Of the 18 that
interviewed there was seven that met this criteria.
The Laurel Police Reserve Board consisted of Dan Koch Jr., Mike Atkinson Jr. Stacy Massine,
and Dusty Ballantyne, with myself sitting in for Laurel Police Command Personell. THe Board did
all the interviewing and agreed that the following seven be approved for hire to the Laurel Police
Reserve Force:
