POLICE COMMITTEE
March 31, 1998 5:30 p.m.

The status of the drug dog was discussed. The Chief told the
committee that the dog has not been fully utilized due to Officer
Pitts' going to the regular schedule to cover Matt Hoppel's shifts.
There was also discussion on the costs to provide a vehicle for the
K-9 unit. The Chief asked for an extension of the trial period so
that there would be a better assessment of the unit. A motion was
made by Gay Easton, second by Bill Brennan to extend the trial
period for the drug dog until September 1, 1998. Motion carried.
The city jail was also discussed. The Chief brought up three
problems:
1) There is no jail policy or procedural manual.
2) Officers do not have sufficient detention training.
3) Monitoring systems are not adequate.
Discussion on whether or not the YCDF is too full to accept our
prisoners. The Chief explained that our prisoners are misdemeanors
that have a quick turnover so that YCDF should not have a problem
with extra prisoners. The Chief estimated in his report that an
average of 5 prisoners per week would be sent to YCDF. Alan would
like discontinue using the jail until there is a better
understanding of how much it will cost to improve the facility
until compliance is accomplished. The committee agreed.
A discussion was held on how to implement a weed control program.
The committee looked at having a volunteer be a Community Service
officer that could go to problem areas and try to resolve the issue
instead of involving police officers. It was also discussed of
having community service people do the necessary work to clean up
those areas, with a volunteer supervisor. The committee decided to
talk more with Larry McCann about these options of enforcement.
Also discussed was drug testing and background checks for pre-
employment in the policy manual.
