HomeMy WebLinkAboutPolice Committee Minutes 04.13.1998 Minutes Police Committee April 13, 1998 7 p.m. City Hall Present: Gay Easton, William Staudinger, Dirk Kroll, Bud Johnson, Chuck Rodgers, Ken Olson, Alan Hovious Discussion on the status of the Animal Control position. The Chief told the committee that he has looked at several options including eliminating the position, redusing work hours, or changing job duties. The committee wanted to get more input from the Chief before making a recommendation. Discussion on call out pay for command officers. The current policy is to have whoever is on call to get 2 hours of comp time when called out physically. The Chief would like. this to be changed to the on call officer to get 2 hours of comp time by phone whether or not responding physically. The committee. would like this to be written down as a policy before giving a recommendation. 4461-7,7- 1149 The Chief also brought before the committee three policy changes for approval: 1.) Permit for discharge of handguns, rifles, or cannon with blank ammunition or black powder, 2.) Permit for parades on public roads in city limits, and 3.) Increase fees for police reports, video and audio copies, and fingerprinting services. The committee asked for more information on permit fees and liability issues and to have the City Attorney give his opinion over these before any recommendation is made. Beer permits were also discussed. Discussion on the city jail. Kenco is giving the City an estimate on improvements. The items being looked at are: 1.) video cameras, 2.) jail clothing, 3.) relocating cameras and lights to reduce blind spots, and 4.) training classes for our officers. Every officer can not take the classes at once and the Chief estimated that every officer will not be trained until 1999. The meeting adjourned at 8:45 p.m. Respectfully submitted, I / Ej- q Dirk Kroll, Chairman Police Committee RESOLUTION No. R97- RESOLUTION TO ALLOW POLICE DEPARTMENT TO RAISE THEIR FEES FOR REPORT, VIDEO and AUDIO COPIES AND, FINGERPRINTING SERVICES. Whereas, the Police Department must, on occasion, make available copies of police reports, video tapes of DUI arrests, and dispatch and interview audio tapes, for individuals involved in traffic accidents or public crimes, as defendants or victims; and Whereas, the Police Department provides a fingerprinting service to the general public for private uses; and Whereas, there are costs associated in materials and/or labor to provide these services and copies; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Laurel, Montana, That the Police Department shall charge the following amount for copies of Police Department materials: 1). Photocopies of Police Reports: $5.00 flat rate 2). Copies of Police Videos tapes $25.00 each VHS 3). Copies of Police Audio tapes $25.00 each 4). Fingerprinting: 1' card $10.00 each additional card $ 5.00 This Resolution shall become effective as of the I' day of May, 1998. Rodgers, Mayor M 6 4/ao/9e IV a RESOLUTION No. R97- RESOLUTION TO REQUIRE PERMISSION FOR PARADES ON PUBLIC WAYS WITHIN THE CITY LIMITS OF LAUREL, MONTANA. Whereas, recognized public, civic, or service associations or organizations requesting permission for a parade shall be required to make formal request through the Chief of Police, Laurel Police Department; and Whereas, the Chief of Police shall make a recommendation to the City Council for approval by the Mayor. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Laurel, Montana, That the Chief of Police, Laurel Police Department, shall be responsible to receive parade requests and make recommendations for approval through the Laurel City Council. This Resolution shall become effective as of the I' day of May, 1998. PASSED BY THE CITY COUNCIL AND APPROVED BY THE MAYOR THIS 21sT DAY OF APRIL, 1998. APPROVED: Charles G. Hackman; City Clerk APPROVED AS TO FORM: City Attorney, ma 4)2d /`tg' N8 RESOLUTION No. R97- RESOLUTION TO REQUIRE ANY PERSON OR PERSONS DESIRING TO FIRE HANDGUNS, RIFLES OR CANNONS WITH BLANK AMMUNITION OR BLACK POWDER DURING PARADES OR OTHER APPROVED ACTIVITIES (WITHIN THE CITY LIMITS OF LAUREL, MONTANA) OBTAIN A PERMIT THROUGH THE LAUREL POLICE DEPARTMENT. Whereas, this shall also apply to any activity that is approved on any property owned by , in control of the City such as the Riverside Park; and Whereas, the Chief of Police shall investigate all requests for such permits and ensure that appropriate guidelines are provided and adhered to by approved participants; and Whereas, failure to obtain a permit and ensure safe use of blank ammunition and black powder firearms will constitute a violation of Laurel City Ordinance NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Laurel, Montana, This Resolution shall become effective as of the 1' day of May, 1998.
