Dear Yellowstone Conservation District Board Members:
Thank you for your input with regard to the position open as of May 31 for the Urban
Representative on your board. The three mayors met and reviewed all the materials
submitted to us, including the thoughtful remarks made by YCD board members about
each of the three applicants for this position.
According to Doris Baldry's letter dated June 27 you recommended that Lee Lane be
appointed as the Urban Supervisor. On July 13 we were told that Lee Lane had moved
his residence and is no longer eligible for appointment as an Urban Supervisor.
- --- We noted-that Jim-Worthington-was-rated higher lltan Marieanne-Hanser-by the-elected--
supervisors, but we had no knowledge of how Jim and Marieanne would have fared if
Lee Lane had been eliminated from consideration from the beginning.
We also read your letter of March 16, 2000 in which you said, "Jim, Lee and Marieanne
gave much to the YCD and we wish all three could be appointed but the law only allows
conservation districts to have two urban supervisors." Thus, you gave us to understand
that either Jim or Marieanne would be acceptable to the YCD Board, and we proceeded
with that in mind.
Though we hold Jim Worthington in high regard, the letters received on behalf of
Marianne Hanser's appointment were a deciding factor. Marieanne received the
endorsement of all three Yellowstone County Commissioners, business people, planning
and Audubon folks, people from other non-profit organizations, elected officials
including Governor Racicot, teachers, members of the medical community, and citizen
after citizen in the urban area. We counted thirty signatures on two dozen letters.
We took your comments under serious consideration but we kept coming back to the fact
that this appointment is for the Urban Representative. Because people in the urban area
overwhelmingly favor Madeanne, she emerged as the logical choice for the three mayors.
Therefore, we are recommending to our respective city councils that Marieanne be the
Urban Representative for a four-year term beginning May 31, 2000. We also encourage
Jim Worthington to continue with his interest and apply for one of the future openings for
Urban Supervisor. We, like you, are sorry we could not appoint them both.
