HomeMy WebLinkAboutPark Committee Minutes 03.04.1998MINUTES PARK COMMITTEE March 4, 1998 4:00 p.m. City Hall PRESENT: Andy Loebe Mark Mace Druann Kerns Steve O'Neil Greg Thomas William Staudinger Larry McCann Miles Walton Bill Brennan Mike Kirschenmann Larry LeBxun The Soccer Club and Police Reserves were present regarding the usage of the men's softball complex on E. 8th. Miles read a letter he received from Yellowstone County Park Board (2-11-98) concerning administering parks. Larry McCann said that if some club wants to use and maintain the park he has no problem letting them do so. His concern is that the clubs maintain the parks, not the city. The Soccer Club wants to use the complex and Steve O'Neil stated that they would also maintain it. Larry stated that the City will not provide water unless the park is annexed into the city. Mark Mace thinks that there is a well located in the complex. Mike Kirschenmann said the Police Reserves has the manpower to help with the maintenance and in conjunction with the Soccer Club they should be able to do the upkeep on the park. The Little League also uses the diamonds at the park for practice fields. They are also in agreement to help with the upkeep and maintenance of the park. Discussion on the city's liability if we are to administer the parks just outside of the city limits. Motion by Larry McCann, seconded by Bill Brennan, to take over administration of all the parks within our jurisdiction. Motion carried. Motion by Larry McCann, seconded by Bill Staudinger, to turn over all of the maintenance and upkeep of the park on E. 8th to the Soccer and the Police Reserve. And, if they discontinue use of the park the city does not have any responsibility for the upkeep and the park will revert back to as it is now. Motion carried. Motion by Larry McCann, seconded by Bill Staudinger, that any improvements made to any park be approved by the city, and then it becomes the property of the city if the park is an annexed park. Motion carried. The organizations will provide a list to the park committee of the people who will be administering its usage and to contact for usage of the park. Druann Kerns was present representing Aviation Week which will be held the week of May 11-15. They are requesting that the park be closed on May 13, 14, & 15. Motion by Bill Staudinger, seconded by Larry McCann to close the park may 13, 14 & 15, and to supply up to 10 porta-potts for the event. Motion carried. Greg Thomas was present representing the Little League and Legion ball clubs. He presented a list of improvements they would like to do at the Park in the near future. The committee reviewed the list. The storage shed has already been improved. The committee wants to get together and go to the park and review the list. Discussion regarding the leases for Riverside Park. Larry stated that he has met with all of the organizations and they are on track with their improvements. Larry suggested that the committee set some exterior standards on the buildings for the clubs to follow. He will bring more information to the next meeting. Motion by Bill Staudinger, seconded by Mark Mace, to extend all of the leases at Riverside Park for another 3 months or until Joe Leckie is available to approve of them. Motion carried.
