COUNCIL CHAMBERS MEMBERS PRESENT: Bill Brennan Larry McCann Ken Olson Miles Walton Andy Loebe Riverside Park leases were discussed. Some questions still exist about some of our liabilities and who is carrying the insurance. Larry will discuss this with Joe Leckie and try to have the leases ready for council approval in June so we can get the clubs to sign them. Some discussion was held on how we can enforce rules for all the parks without having them posted on a sign. Some rules will not pertain to all parks. Larry said he would check with Joe Leckie and the Billings Park Department to see how they handle it. He will bring us some feedback for more discussion. Larry reported that the swimming pool is coming along on schedule. He has bought some new safety equipment, umbrellas, kick boards, etc. Allison McMillan will train all personnel at the pool in basic first aid and CPR. The opening of the pool is scheduled for June 126'. Lifeguards are patching and painting now and getting it ready. Some discussion on whether Walt Foster would need insurance for the use of Riverside Park for the Black Powder Rendezvous. Larry told us that he would need insurance and will call and follow up with a letter to Mr. Foster letting him know of this requirement. We are still getting the bids for the 460 feet of fencing needed for Firemen's Park. It will be six feet high and of a medium gauge wire. A water leak in Firemen's Park was fixed and while doing so they corrected the problem of two curb boxes and tied it all into one. Terry Casey is leasing a county park known as West Park. She will carry a $100,000 liability policy, maintain all fences, and allow the city access at anytime. Andy brought up the possible need for a crawling type water gun for use in some of the parks. He would like to set up a demonstration. We have experienced a large amount of vandalism at the Thomson Park bathrooms. It was felt that these were not being locked up after being used by the Legion Ball Club. Larry was to write them a letter stating that they may lose the use of these bathrooms if they are not properly locked after night use. There was some discussion on the possibility of re-keying the locks for a stricter control and also keeping them totally closed until school is out.
