Strategic Planning Committee
Meeting of June 10, 1992
MEMBERS PRESENT: Tom McKerlick, Kathy Kelker, Kevin
Justis, Terry Weaver, Jim Scott, Al Jones,
and Terry Keating
STAFF PRESENT: Ray Schneckloth
CALL TO ORDER:
A regularly scheduled meeting of the Strategic Planning Committee of
the Montana TradePort Authority was held June 10, 1992. The meeting
was called to order at 7:10 a.m. by Kathy Kelker.
Billings Area Business Incubator Budget Request
Al Jones and,Jim Scott presented the Billings Area Business Incubator
Funding Request for $45,000. The breakdown was as follows:
BABI and Small Business Development Center ......... $25,000
(July 1, 1992 - June 30, 1993)
Procurement Technical Assistance Officer ........... $15,000
(For partial match October 1, 1992 - June 30, 1993 and purchase
of new computer system)
Montana Made 1992 Conference (November 6 - 7)......$ 5,000
(Aimed at stimulating local manufacturing and exporting through
training and networking)
Al Jones stated that the request is larger than past requests simply
because of the probable consolidation of BABI with the TradePort and
the Yellowstone County Economic Development Resources Department. The
Billings Area Business Incubator has been a useful element in local and
surrounding area economic development, especially by assisting
approximately 200 local small businesses in their training and
technical assistance. The Procurement Technical Assistance Officer has
made contact with about 192 businesses. Al stated that he estimates
over 100 jobs have been created due to the efforts of BABI and the PTA.
Al reported that last year, the Montana TradePort contributed $5,000
toward the Montana Made Conference in the form of a contingency fund.
This year, BABI, the TradePort, SBA, Montana Department of Commerce,
U.S. West, and Norwest Banks are sponsoring the 1992 conference and
BABI is asking for a direct contribution from the TradePort toward the
expenses of event.
Jim Scott was available and represented the Board of Directors for
BABI. Jim stated he and the Board supported BABI's request and the
Montana Made 1992 Conference.
Kevin Justis stated that the City Council is unacquainted with BABI's
activities and operations and that the Council may hold a Meeting of
the Whole in order that BABI can personally present their request for
funding in an indepth and masterful approach.
Further discussions indicated that additional funding requests have
been submitted as follows:
$30,000 Small Business Administration
$10,000 Clearinghouse
$30,000 City of Billings
Tom McKerlick identified a conflict in figures and suggested Al Jones
review BABI's budget again and research the possibilities of

After further discussion, Kathy Kelker recommended to Al Jones that he
review the budget requests again and make the proposal before the City
Council. She recommended that the operations budget request be reduced
to $20,000, the $5,000 for the conference be only a contingency, and
that a detailed budget with revenues and expenditures be prepared for
submission to the TradePort. Kathy stated that once this had been
accomplished she recommended that the request be forwarded to the
TradePort.
All-America City Award
Kathy Kelker stated that a nine-person delegation represented Billings
at the national competition for All-America City honors June 6th in
Charlotte, North Carolina. The delegation included Mayor Dick Larsen,
Kathy Kelker, Jim Duncan, Dwight MacKay, and ZooMontana Boosters. The
Billings area was one of 10 winners of the 44-year-old honor bestowed
by the National Civic League. A 12-person jury selected 10 All-America
cities after hearing presentations from 29 finalists, which were chosen
from a record 141 applicants. The All-America City logo will be made
available for use on T-Shirts, letterheads, etc., but will be
distributed from a central point of authority.
The next scheduled meeting of the Strategic Plan: Wednesday July 15,
1992 at the Economic Development Center.
The Meeting was adjourned at 8:15 a.m.
