MEMBERS PRESENT: OTHERS PRESENT: Steve Cosner, chairman Don Hackmann Joe Bradley Jim Flisrand Bud Johnson Ron Marshall Steve Cosner opened the public hearing as had been advertised in the Laurel Outlook. Since no one appeared the public hearing was closed. Minutes of the March 28, 1995, meeting were read and approved. Ron Marshall reported the expenditure of $15.75, to the National Civic League for a booklet on Model City Charters Jim Flisrand. Public Works Director, for the City of Laurel, gave an overview of his Department and the areas he deals with. He stated the he supervises a total Budget of 2,300,000 with 18.9% of that money coming from Public Revenue. He stated that his biggest concerns with his job are Environmental Regulation, Solid Waste Rules and Regulations, Sewer Treatment quality being questioned, and new Storm Treatment policies on the horizon. He spoke of incremental salary increases, employee benefits, and equipment replacement as major budgetary concerns of his department. He mentioned that he is also concerned about maintaining a better level of service with decreased monies. His main goals are to create a public awareness of the Public Utilities Department and address all the environmental concerns that will be forthcoming. At present he indicated that he is working on monthly and yearly work schedules for better organization. Next Jim reported his involvement in building code inspections. He recommended that the City's building and fire inspection positions be combined for better efficiency. Discussion was held on the creation of special utility districts to help with city finances.
