Lo u Schumann Kathy Walters Cliff Hanson Puff Anderson Outlook Dick Clark Bill O'Connor A joint meeting of the Laurel, Billings and Yellowstone County Governmental Study Commissions was called to order at 6:30 P.M. with an introduction of guests. A lengthy discussion ensued as to the participation in a proposed survey to be set-up and administered by Dr. Joe Floyd of MSU-B. The group was informed that this survey would probably be taken in September. Gayle Roset stated that Billings would take part whether or not Laurel or the County decided to participate. . Mike Kennedy, for the county stated that they would participate: Ron Marshall stated that Laurel was reluctant to participate because it has only 5% of the population in the county, but is being asked to fund approximately 30% of the cost. A Lengthy discussion ensued on costs and survey samples. Upon the suggestion of Darla Day, Mike Kennedy said he would ask the County Commissioners, on May 24, 1995, if they would bear the entire costs of the survey, since Laurel and Billings taxpayers also pay county taxes. A discussion concerning on what the voters really wanted the three respective commissions to accomplish. It was mentioned that public participation at meetings has been very light.
