MEMBERS PRESENT: Steve Cosner, chairman Bud Johnson Joe Bradley Ron Marshall OTHERS PRESENT: Vicki Metzger Don Hackmann Correspondence. Received minutes of the June 22, 1995, meeting of the Yellowstone County Governmental Review Commission. Also received a copy of the Voter Review News, from the Governmental Review Center in Bozeman. Minutes of the June 27, 1995, meeting were read and approved. Vicki Metzger, City Treasurer, for the City of Laurel, spoke to the committee on the duties of here elected position. She stated that she is responsible for the receipting and accounting of all monies received by the City of Laurel. The money she receives, must be ledgered and balance with those of the City Clerk. She stated that two sets of books are maintained for a check and balance system. She spoke of internal control and the cross-duties of other employees of City Hall. She also stated that she issues city business licenses and monitors city fund investments in local financial institutions. Discussion was held among the committee, Vicki, and Don Hackmann about the necessity of having the position of City Treasurer. Don Hackmann maintained that keeping two sets of books is not necessary and that his office could handle the Treasurers functions and still maintain internal control. This would not eliminate any city employee because it would still be necessary to have another person in his office to do all the work. At the end of the discussion, Don said he would favor the city having a Financial Officer and a City Clerk. Conversely, Vicki maintains the city should keep and maintain the position of City Treasurer. Next meeting of the commission was set for July 27, 1995, at 7:30 P.M., with any interested City employees being invited to give their opinions. Joe indicated he would get a letter to all employees.
