COUNCIL CHAMBERS
AUGUST 9, 1995

Minutes of the July 27, 1995, meeting were approved as
corrected. Correspondence. Received the agendas for the July
27, 1995, and the August 10, 1995, meetings of the Yellowstone
County Governmental Review Commission. Received the August
10, 1995, and August 17, 1995, agendas and the minutes of the
July 19, 1995, meeting of the Billings Governmental Review
Commission.
Four non-union members and no one from the union were
present at tonight's meeting. The four in attendance related
to the Commission problems that they are having in dealing with
the City Treasurer. In concert they felt that the position is
not working well due to the fact that her office is closed a
lot, and is not a consistent operation, having to cover for
her, and having their work disrupted because reports and
information is not always available when needed. One member
questioned whether Joe Bradley should participate in the
discussion because he and the treasurer are friends. They all
agreed that they would like to see the office opened from 8
to 5. Discussion was held detailing the differences between
a regular city employee and an elected official.
Bud Johnson questioned those present about the differences,
and duplication between the City Clerks and the City Treasurers
position. Employees in attendance said they would prefer a
position of Chief Financial Officer where all functions would
be coordinated.
The agenda for the next meeting of August 24, 1995, will
be the development of a questionnaire to be inserted in the
October water billing that is sent to city residents.
