Motion by Joe Bradley, seconded by Steve Cosner, to approve
the minutes of the September 14, 1995 meeting. Motion carried.
Correspondence.
Received the minutes of the October 4, 1995, Public Hearing
of the Billings Local Governmental Review Commission.
Received a letter from Dr. Gayle Roset to Steve Cosner.
Received the minutes of September 21, 1995, meeting of
the Billings Local Governmental Review Commission.
Received the minutes of the October 11, 1995, Public Hearing
of the Billings Local Governmental Review Commission.
Received the minutes of the September 14, 1995, meeting
of the Billings Local Governmental Review Commission.
Received the agenda for the September 21, 1995, meeting
of the Billings Local Governmental Review Commission.
Received the September 7, 1995, minutes of the Billings
Local Governmental Review Commission.
Received the minutes of the October 19, 1995, Joint
Commission Meeting between the Billings Local Governmental Review
Commission and the Yellowstone County Local Governmental Review
Commission.
Received the October 12, 1995, minutes and the October
19, 1995, agenda for the Yellowstone County Local Governmental
Review Commission.
Received the minutes of the October 7, 1995, meeting of
the Yellowstone County Local Governmental Review Commission.
Received an October 5, 1995, letter to the Laurel Local
Governmental Review Commission from the Yellowstone County Review
Commission.
Received the minutes of the September 28, 1995, meeting
and the agenda for the October 5, 1995, meeting of the
Yellowstone County Local Governmental Review Commission.
Received the September 14, 1995, minutes and the September
28, 1995, agenda from the Yellowstone County Local Governmental
Review Commission.
Received the minutes of the September 27, 1995, Public
Hearing of the Billings Local Governmental Review Commission.
Received the October 19, 1995, agenda for the Billings
Local Governmental Review Commission.
Received the City of Billings Local Government Study
Commission Survey.

Commission discussed the results of the survey that had
been included in the September water billing. Discussion as
to ranking and the appropriate percentages that will be used.
Motion by Joe Bradley, seconded by Bud Johnson, for the
commission to concentrate on writing a charter. Motion carried.
Discussion of the election of Bud Johnson to the city
council creating a vacancy on the commission. Bud indicated
that he had talked to Ken Olson about serving on the commission.
Ron Marshall indicated the he would talk to Ken about his
willingness to serve and bring his name up at the next city
council meeting for consideration.
The commission talked about the tentative upcoming schedule
and when our results would be submitted to the electorate.
Due to the fact that Billings and Yellowstone are considering
consolidation it was mentioned that the earliest that we could
hold our own election would the primary election in June.
It was mentioned that there will be a Public Hearing of
the Yellowstone County Local Governmental Review Commission
November 16, 1995, 7:00 P.M., at the Security Bank in Laurel.
Next meeting of the Laurel Local Governmental Review
Commission will be November 17, 1995, at 6:00 P.M. to go over
written comments on the survey.
Discussion about sending one or two members of our group
to Bozeman November 30, 1995, to attend a class on charter
writing. No action was taken.
