OLD COUNCIL CHAMBERS
7:00 P.M.
MEMBERS PRESENT:
Steve Cosner, chairman Joe Bradley

Minutes of the November 27, 1995, meeting were read and
approved. Correspondence. Received a copy of a letter dated
November 16, from Dr. Gayle Roset of the Billings Local
Government Review Commission to Mike Kennedy of the Yellowstone
County Review Commission.
Commission discussed a timeline to operate under in order
to place a charter form of government before the voters by the
June Primary Election. Motion by Joe Bradley, seconded by Bud
Johnson, to have the tentative report complete by February 8,
1996, advertise in the Laurel Outlook on February 14th, and
February 21st, and have a public hearing on March 7th. Carried.
Commission discussed questions that would have to be
clarified as the charter writing progresses;
1. If the charter form of government is approved would
the City have to hold an election for Alderman, Mayor
and City Treasurer?
2. When would the new form of government become effective?,
3. Will the commission have to develop an apportionment
certificate?
4. As a sub option to the election could we have a
provision asking for a five mill levy increase
sunsetting in five years?
Steve Cosner indicated the he would get in touch with Ken Weaver
of the Bozeman Government Review Center for answers."
Larry Thomas and L. D. Collins addressed the Commission
as to why Ken Olson had been selected to replace Bud Johnson.
