LAUREL LOCAL GOVERNMENTAL REVIEW COMMISSION
OLD COUNCIL CHAMBERS
JANUARY 16, 1996

Minutes of the December 28, 1995, meeting and the January
9, 1996, meeting were read and approved.
Correspondence. Received the January 4, 1996, minutes
and the January 11, 1996, agenda for the Yellowstone County
Local Governmental Review Commission.
Using a charter template supplied by the Local Government
Center in Bozeman, the Commission started writing a charter.
Using this charter as a guide the Commission compared it's
provisions against the Billings City Charter, a booklet supplied
from the National Council of Cities and Town and State Statutes.
Sections from the template that were approved are as
follows:
PREAMBLE: Approved.
Section 1.01 Approved.
Section 1.02 Approved.
Section 1.03 Will consider later
Section 1.04 Approved.
Section 1.05 Approved.
Section 2.01 Approved.
Section 2.02 Title changed to COMPOSITION-TERMS AND
QUALIFICATIONS: using Billings language
3.03 sections A--B-C. Change districts
to wards.
Section 2.03 Add - Special meetings of the council can
be called by three (3) members of the
council.
Section 2.04 Delete.
Section 2.05 Local Government Elections shall be conducted
on a non-partisan basis. Add Billings Lang-
uage 3.01.
Section 2.06 Approved. Add - the Council Vice-President
shall preside in the absence of the Mayor
or Council President. Billings language
3.10.
Section 2.07 Approved.
Section 2.08 New Section. COMPENSATION: Use Billings
language 3.11.
Section 3.01 Approved.

Section 3.03 Change title to Election and Qualifications.
Use Billings language 3.04. No term limits.
Section 3.04 Line 2 to read; perform duties required
of him, this charter, law, ordinance, or
resolution.
Add line 12; call special meetings of the
council.
Section 3.06 insert; may veto objectionable parts,.
Section 6.03 Add Billings language 3.09 use of the
Governor's office to fill terms of office
in the event four or more council positions
are vacant.
Agenda for meeting dated January 22, 1996. Discuss sections
3.05 and Section 4 of the template Also, consider whether to
contract with Local Government Center preparation and filing
of certificates, filing of Final Reports, and other paperwork
necessary to meet our February 8, 1996 deadline.
