COUNCIL CHAMBERS
JANUARY 29, 1996

Minutes of the January 16, 1996, meeting were read and
approved.
Correspondence Received the agendas for the January 18,
and January 24, meetings of the Billings Local Governmental
Review Commission. Received the agendas for the January 11,
January 18, and January 25, meetings of the Yellowstone County
Local Governmental Review Commission. Received the minutes
from the January 18, meeting of the Yellowstone County Local
Governmental Review Commission.
Steve Cosner reported the he checked with Milt Wester,
Publisher of the Laurel Outlook and found that the cost of
printing a brochure for distribution would cost $92.00 per
thousand. With 4000 needed and including a $35.00 per page
set-up fee our cost should be less than $500.
Discussion of extending the proceedings of the Commission
to November election, in order that all facets of our work can
be properly completed. Discussion of the current status of
certificates. Discussion of hiring the Local Government Center
in Bozeman to do this work. Motion made by Ken Olson, seconded
by Steve Cosner to contract with the Local Government Center
in Bozeman. Motion carried. Motion by Steve Cosner, seconded
by Ken Olson, to revise schedule for the election to occur on
the November ballot.
Commission discussed charter adoptions from the previous
meeting. Section 3.07 of the master charter Template was
approved. Discussion of Section 3.05. Need to get clarification
from Joe Bradley. Approved section 4.01.
Agenda for the February 5, 1996, meeting;
1. Revise and extend timetable,
2. Report from Bud Johnson about his findings from the
Local Government Center in Bozeman,
3. Need clarification about status of appointed officers
as opposed to department heads.
