LAUREL LOCAL GOVERNMENTAL REVIEW COMMISSION
COUNCIL CHAMBERS
APRIL 9, 1996

Peggy Arnold, director of the Laurel Library, appeared
before the Commission and gave an overview of the Laurel Library.
She stated that she operates with a budget of approximately
103 thousand dollars and that most of that goes for salaries
for herself and four other employees. She said that only about
30% of her budget is used for the purchase of materials. Ideally
she said she would like to have her materials budget doubled
with emphasis being put on computer technology, not only for
resources, but also for automating her card file system.
Bill Brennan and Bob Western discussed the operation of
the Laurel Airport Authority. Most of their funding comes from
a 2 mill levy from the City of Laurel. They indicated that
would be hard pressed to operate without these monies. They
said that they are now in the process of obtaining a grant from
the FAA for runway construction.
Minutes of the March 27, 1996, meeting were read and
approved. Correspondence. Received the minutes of the March
20, 21, and 27 meetings, and the April agenda for the April
meetings of the Billings Local Governmental Review Commission.
Steve Cosner reported that he had heard from a high placed
city official that there is a movement within city government
to eliminate by ordinance the City Treasurers position. When
queried Ron Marshall indicated that knew nothing of this and
would report back if there was.
