COUNCIL CHAMBERS
APRIL, 22, 1996
7:00 P.M.
MEMBERS PRESENT:

Ken Olson Ron Marshall
Minutes of the April 9, 1996, meeting were read and the
following corrections were made. Part of, not most, of the
funding for the Laurel Airport Authority comes from a 2 mill
levy provided by the City of Laurel. Insert, the Laurel Airport
Authority feels that it needs the 2 mill levy, to show the FAA,
that it has the repayment ability, for an upcoming grant. Motion
by Joe Bradley, seconded by Ken Olson, that the minutes be
approved as corrected. Motion carried.
Correspondence. Received the minutes from the Yellowstone
County Local Government Review Commission meeting of March 28,
1996.
Discussion was held concerning the City Treasurers position
and maintaining it in the upcoming charter form of government.
It was the consensus of the commission that the position be
retained.
Discussion was held concerning the Laurel Airport Authority
and the benefit the City of Laurel derives in giving this semi-
autonomous organization a 2 mill levy. It was pointed out that
the city really derives no benefit. It was the consensus of
the commission that a supplemental report be written at the
end of the Commission's proceedings requiring the City Council
to respond and investigate the benefits of the Authority to
the City.
It was discussed and agreed that hereafter, starting May
6, 1996, the Commission will meet every other Monday, at 7:00
P.M., in the City Council Chambers, for the duration of our
deliberations. Joe Bradley indicated that he will have ready
for the next meeting the charter that was returned from Bozeman
so that we can review it at our next meeting.
