PUBLIC WORKS COMMITTEE

Larry stated that a decision needed to be made regarding the signage at South Pond.
MMIA has stated that the area would have to be patrolled if it is posted as "No
Swimming". If the area were posted as "Swimming", lifeguards would have to be
provided. Gary said that "Swim At Your Own Risk, No Lifeguard Present" signs have
worked well at Lake Elmo.
The committee discussed these issues: the City's liabilities and insurance requirements;
prohibiting gas motorized boats; a leash law for dogs; the hours of the park; having a
cooperative patrol effort with Fish, Wildlife and Parks; and the importance of the City
Judge enforcing any tickets that were written for violations.
Gay suggested contacting Miles City to see what signage they used for similar
circumstances. Gary and Larry will work together and contact MMIA regarding signage
requirements at South Pond.
Diaeonal oarking
The diagonal parking on Montana and Colorado Avenues will be completed soon and the
six-month trial basis will begin. Larry and Steve Klotz determined that 11-foot spaces
would be striped, providing three diagonal spaces for every two parallel spaces currently
available. Larry will contact the Laurel Outlook regarding an article explaining the trial
period for diagonal parking on these streets.
Update on projects
Paving of the 5th Avenue project will begin on Monday, July 17th, and the street behind the
FAP will be paved on Tuesday, the 18th.
The 4th Street water line project is progressing. Complaints have been received because
the heavy equipment is tearing up the streets. Since no base was previously installed in the
streets, the dump trucks cause considerable damage.
Sprinkler systems in ball fields
City locks have been installed on the minor league ball fields, so the city now has
possession of the sprinkler systems. The ball clubs installed the systems, but Larry has to
run the schedule and cannot work around the ball clubs. The Legion Club has been
informed as to the mowing day. If the watering problem continues, the city will also take
over the watering of the Legion Field.
Garbage
There was considerable confusion last week regarding garbage pickup due to the holiday,
the breakdown of two garbage trucks, and a problem with proper notification of once-a-
week pickup for residents with 90-gallon containers. Since many residents called and were
quite upset about the situation, Larry expected some to attend this meeting. No residents
were present.
The repairs for the garbage truck cost $3,200. As of Tuesday, July 11, 2000, west end
residents with 90-gallon containers will begin once-a-week pickup.
Alder Ridge Corporation has requested that a 300-gallon container be delivered to 1099
Milwaukee to use for cleanup when residents move out. The container would be charged
as a business can. However, this area is not zoned for business and a home occupation
license should be required.
UNSCHEDULED MATTERS
Avenue crossing
Bill Staudinger mentioned that a protruding curb on the south side of 5t~ Avenue presents
some liability. Larry will check on it.
Dia~,onal oarking on 1st Avenue
Gray asked regarding the status of the traffic study on 1~t Avenue. This study is being
done by the Laurel Revitalization League through the Transportation and Community and
System Preservation Grant. Cai Cumin is currently waiting for results of the trial period
for diagonal parking on Montana and Colorado Avenues. The grant money can only be
used for a study.

TCEP Grant money
Larry stated that the remaining $68,000 of the TCEP Grant needed to be used soon. He
suggested using it for curb, gutter and sidewalk on the south side of Railroad Street from
5th Avenue to South Pond. A public hearing would have to be scheduled before a final
decision is made as to the use of the remaining grant money.
8th Avenue Proiect
The engineer for the 8th Avenue Project informed Larry today that their contract with the
state does not include water and sewer in the project. This project would be done with Gas
Tax money, but the project cannot be done unless the water and sewer lines are repaired.
Costs to repair the water and sewer lines would be approximately $400,000. Larry will
contact the state regarding this situation.
The state has agreed to extend the project to 9th Street after an appropriate letter is
submitted.
Fire hydrant at 7th Street and Washington Avenue
John Oakes recently noticed a hose extending from the fire hydrant at 7th Street and
Washington Avenue. Larry explained that temporary water is being provided to residents
in that area because of the water line project.
