HomeMy WebLinkAboutCity Council Minutes 08.06.2019AUGUST 6, 2019 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Tom Nelson at 6:30 p.m. on August 6, 2019. COUNCIL MEMBERS PRESENT: COUNCIL MEMBERS ABSENT: OTHER STAFF PRESENT: Scot Stokes Richard Klose Emelie Eaton Bruce McGee Heidi Sparks Richard Herr Bill Mountsier Iry Wilke Bethany Langve, Clerk/Treasurer Mayor Nelson led the Pledge of Allegiance to the American flag. Mayor Nelson asked the council to observe a moment of silence. MINUTES: Motion by Council Member Stokes to approve the minutes of the regular meeting of July 16, 2019, as presented, seconded by Council Member Sparks. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. CORRESPONDENCE: ® CHS Donation COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None. PUBLIC HEARING: ® Ordinance No. 019-02: An Ordinance Amending Title 2, Chapter 2.10.030 Of The Laurel Municipal Code For The Purpose Of Changing The Regular Meeting Day Of The City Council. Mayor Nelson stated this is the time and place set for the public hearing on the City of Laurel's Ordinance No. 019-02: An Ordinance Amending Title 2, Chapter 2.10.030 Of The Laurel Municipal Code For The Purpose Of Changing The Regular Meeting Day Of The City Council. Mayor Nelson opened the public hearing. Mayor Nelson opened the floor for public comment and stated that copies of the rules governing the public hearing were posted in the council chambers. Mayor Nelson asked three times if there were any proponents. There were none. Mayor Nelson asked three times if there were any opponents. There were none. Mayor Nelson asked Staff to respond to any relevant questions. There were none. Mayor Nelson closed the public hearing. CONSENT ITEMS: m Claims for the month of July 2019 in the amount of $1,163,416.21. A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office. Council Minutes of August 6, 2019 i Approval of Payroll Register for PPE 7/14/2019 totaling $185,882.02 and PPE 7/28/2019 totaling $186,599.10. ® Receiving the Committee/Board/Commission Reports into the Record. --Revised Budget/Finance Committee minutes of July 2, 2019, were presented. --Budget/Finance Committee minutes of July 16, 2019, were presented. --Laurel Urban Renewal Agency Large Grant Committee minutes of June26, 2019 were presented. --Laurel Urban Renewal Agency Minutes of July 15, 2019, were presented. --City-County Planning Board minutes of July 11, 2019, were presented. --Emergency Services Committee minutes of May 20, 2019, were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Herr to approve the consent items as presented, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. SCHEDULED MATTERS: Confirmation of Appointments. o Appointments of Justin Romero, Jayson Nicholson, Brandi Seibel, Sara Romero, Andrea Beechie, and Joe Stratton to the Laurel Volunteer Ambulance Service. Motion by Council Member Sparks to approve the Mayor's appointments of Justin Romero, Jayson Nicholson, Brandi Seibel, Sara Romero, Andrea Beechie, and Joe Stratton to the Laurel Volunteer Ambulance Service, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. ® Resolution No. R19-36: A Resolution Declaring Certain Assets Of The City Of Laurel As Surplus And Authorizing Its Disposal. Motion by Council Member Herr to approve Resolution No. R19-36, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. Resolution No. R19-37: Resolution Awarding Firstmark Construction The Contract For The City Of Laurel's 2019 Pavement Repairs Project And To Authorize The Mayor To Sign All Required Contract And Related Documents On The City's Behalf. Motion by Council Member Mountsier to approve Resolution No. R19-37, seconded by Council Member Sparks. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. Resolution No. R19-38: Resolution Of The City Council Adopting The Yellowstone County Multi -Hazard Mitigation Plan 2019 Update On Behalf Of The City Of Laurel, Montana. Motion by Council Member Mountsier to approve Resolution No. R19-38, seconded by Council Member Sparks. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. 2 Council Minutes of August 6, 2019 Resolution No. R19-39: A Resolution Of The City Council Authorizing The Mayor To Sign A Contract With Millennium Construction & Consulting, Inc. For Concrete And Asphalt Recycling For The City Of Laurel. Motion by Council Member Klose to approve Resolution No. R19-39, seconded by Council Member Sparks. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. ® Resolution No. R19-40: A Resolution Of The City Council Authorizing The Award Of Grants From The Tax Increment Financing District Funds Pursuant To The Lura Large Grant Request Program For Eligible Applicants And Improvements. Motion by Council Member Stokes to approve Resolution No. R19-40, seconded by Council Member Sparks. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. ® Ordinance No. 019-02: An Ordinance Amending Title 2, Chapter 2.10.030 Of The Laurel Municipal Code For The Purpose Of Changing The Regular Meeting Day Of The City Council. (Second Reading) Motion by Council Member Klose to adopt Ordinance No. 019-02, seconded by Council Member Sparks. There was no public comment or council discussion. A roll call vote was taken on the motion. All five council members present voted aye. Motion carried 5-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE -MINUTE LIMIT): None. COUNCIL DISCUSSION: Parks Board has requested Council discuss taking Riverside Park buildings over and renting them out. They also requested a discussion regarding park hours. Mayor Nelson stated these would be on the next Workshop on the 131" Council Member Klose stated he would be absent from August 19th till August 31St to attend the National American Legion Convention. The absence will be longer than ten days and placed on the next Workshop. Next Public Works Committee meeting will be August 19th Clarification was given regarding the ordinance that was adopted this evening. The ordinance will take effect on September 6t". September 10" will be a business meeting then move forward with the Council/Workshop schedule for future meetings. MAYOR UPDATES: Mayor Nelson stated that there were no updates at this time. He is, however, working on a variety of projects that will be coming forward soon. UNSCHEDULED MATTERS: None.
