Minutes of the Yellowstone County Air Pollution Control Board
meeting held June 13, 2000 at the Yellowstone County Air Pollution
Control office.
Members Present: Mr. L.D. Collins, Ms. Michelle Reed, Mr. Nick Shyne, Dr. Mark Waddington,
and Mr. Rich Schilf.
Others Present: Mr. Steve Duganz, Mr. Russell Boschee
The meeting was called to order at 7:35 P.M. by Chairman L.D. Collins. Mr. Shyne ~noved to
accept the minutes of the April 11~' meeting as written. Ms. Reed seconded, and the motion was
passed.
Concerning May's Industrial Compliance, Mr. Duganz said although our ageacy no longer is
responsible for permitting sources our agency is still responsible for compliance inspections, lte
said he did all inspection on JTL's asphalt plant, gravel crusher, and ready-mix concrete plant,
and lie Ibund no violatious, lie also inspected Schessler Ready Mix in Lanrel and fotmd them in
compliance. He noted they were such a small source that they did not need a DEQ permit. He
iuvestigated an odor complaint concerning Asphalt Supply ill Laurel finding some odors in the
area.
Concerning May's Administration, Mr. Duganz said our budget is in good shape, and our agency
has received final funding for the year from the Cily of Billings and the DEQ/EPA. He noted our
DEQ/EPA grant will be reduced by $7,000 next year, consequently local funding will increase.
He presented a preliminary budget to the Board with preliminary revenues and expenditures. Tile
Board discussed the various budget scenerios. Ite said the EMPACT graut money should be
received shortly, so our agency can start purchasing equipment. He said the Lockwood Fire
Department received a Notice of Violation from the DEQ concerning a training bum they
conducted. He said they did not get a burning permit from our agency, and they did not remove
the asbestos prior to the bum, nor have an asbestos inspection prior to the bum. He noted the
terms of Ms. Reed, Mr. Schilf, and Mr. Steinmetz expire at the end of June 2000. Mr. Shyne
moved to appoint Mr. Steinmetz to another two-year term. Mr. Schilf seconded, and the motion
passed.
Regarding May's meetings, Mr. Duganz said lie attended an EMPACT meeting ill Bozeman with
DEQ and Yellowstone County officials to discuss the project. He said he attended both a City
Council and a Yellowstone County Commissioner's meetiug concerning redesignation for
attainment of carbon monoxide ill Yellowstone Counly.
Concerning June's air quality, Mr. Duganz noted several monitors were down for repairs last
month.
The meeting was adjourned by Chairman L.D. Collins 8:20 PM.

Activity Report for the month of June, 2000 for submittal to the
Yellowstone County Air Pollution Control Board on July 11, 2000.
INDUSTRIAL COMPLIANCE
The ready-mix plant operated by R.L. Schaff near Shepherd was inspected tbr
compliance in .lune. They produced 29,000 yards of concrete in 1999, and we
received no complaints on their operation.
Empire Sand and Gravel was also inspected for compliance. Their asphalt plant has
a new operator aud is scheduled to be stack tested this summer. The gravel crusher
was also found to be in compliance.
H. L. Ostemfiller also had their annual compliance inspections. Both the gravel
crusher and asphalt plant had minimal visible emissions.
II.
ADMINISTRATION
With the 1999-2000 budget year over, we expended approximately 95% of our
budgeted funds. What was not spent will go into our reserve and help with the
2000-2001 budget.
Letters were written to three individuals in June who were burning household trash.
They were told such burning is not allowed.
We received notification from EPA on June 29 that the EMPACT grant is now
official, and thnds should be on their way soon.

MEETINGS
A. A budget meeting with tlie County Commissioners was attended. The operation and
maintenance portion of our budget was approved with salaries yet to be determined.
IV.
AIR QUALITY
A. During the month of June, 50 open burning permits were issued.
B. There was no valid data at Lower Cobum Road due to a computer/timing
raalfunction.
Beginning in July, we will run our PM10 particulate monitor once in six days rather
than once in three because of the continuing Iow levels of particulate. The PM2.5
monitors will continue to nm every three days.
