OLD COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman - Donna Kilpatrick Gary Temple Gay Easton Chuck Rodgers Cathy Gabrian Alan Hovious The committee reviewed the overtime report for PPE 8-10-97. Alan presented a proposal for new locks at the FAP from Alladin Lock and Security. The bid also provides for two push button locks. He stated there is a safety concern in the building that needs to be addressed. Further checking will be done to see if this item was budgeted. Discussion regarding the possibility of increasing the Police Reserve roster to 35 over the next couple of years. Qualified officers are paid $ 60.00 semi-annually and there was concern regarding the additional expense for 10 more officers. Alan stated that to become a qualified officer, the person must complete 100 hours of service and this generally takes around six months. Then the officer must be a qualified reserve officer for one year before they are ever paid. At the time of the last payment, only six or seven officers qualified for payment. Alan said we have approximately 15 active officers and the others are fairly inactive. Alan's goal is to either encourage these inactive reserves to become active or quit so their ranks can be filled by people who are interested in being active, qualified reserves. The expense for any additional officers would not even be a consideration for at least 18 months to two years. He said the police department relies on the reserves and he would like to use them to an even greater degree, if possible. Discussionregarding the feasibility of combining the dog catcher's position with a patrolman's position. Alan commented on the pros and cons of such a change. Alan commented that the police reserves are looking for some type of fund raiser and the Rotary Club may work with them in some way. Purchase requisitions were approved as follows.
