'embers present were ; Bill Brennan , Bob Western , and Roy Zahm Guests present were ; Frank Felke , vent Potter , Bob Roods , Craig Canfield , Larry McCann Minutes of the July,1994 meeting were approved as read. Bills presented were ; ?`.D.U. gas line $ 5,394.00 Laurel Hardware paint for striping 69.84 Laurel Hardware keys "1 23.70 Yell.Vall.Elec. power for July $ 68.09 Reporter Printing bander 24.01 Harris Agency liability insurance " 1,310.00 Ya1Well sand trap-water system 4) 304.40 John Mohr legal services " 380.00 Mont.Dep't.State Lands lease(west of airport) 2,115.00 Moved by Brennan to pay bills,seconded by Zahm.Motion passed. Chairman Smith presented a bill dated Oct.1,1982, from R.W.McK amy in the amount of °300.00 for a privy.Assumably this is the facility that was "donated" by the E.A.A.according to editorials in the Outlook Gazette ,and M.P.A.paper. The Airport also paid $500.00 for installation of the septic tank.Another interesting item on the bill was a charge of ')392.00 for mowing the taxiway and runway.($28.00/hr.) We recieved a letter from Mike Ferguson,director of the Montana Aeronautics Commission ,that typically Fixed Base Operators provide sanitary facilities at airports, the exceptions in Montana being Harlem , Three Forks and Colstrip where there are no F.B.O.s. Craig Canfield (H.K.M.)presented bids for taxiway construction in new hangar area. Moved by Brennan Seconded by Zahm that we award only phase I to t,`idland O'Leary for ?P25,505.00.Motion passed.Work will probably start in October. Larry McCann,State Fire Marshall, explained what a fire inspector will be looking for; Hangars are not to be used for storage of non-aircraft materials. No fuel storage in hangars. No welding in hangars without approved sprinkler system. Combustion air for heaters or furnaces must be ducted in from outside. Twenty pound fire extinguisher inspected annually,must be in all hangars. Area between hangars must be kept clear. In the future we must find a large water source. Frank Felke reported that it cost 81 6 per square foot for the slurry seal on his taxiway.It would cost roughly p20,000 to.seal the runway( 4/22). LAUREL AIRPORT AUTHORITY page 2 Aug.22,1994 We are still awaiting the final paper work on the lease of the state land west of the existing airport. Application for F.A.A. grant is still pending.Frobably 1996. A motion was made by Western that the Baber hangar must start repair within ten days or be completed within thirty days following notificationby Chairman Smith or the Airport Authority will be forced to revoke the lease and order demolition of the remaining structure.Seconded by BrennanoMotion passed. It will henceforth be a requirement that hangar owners carry a minimum of $100,000 liability insurance.Hangar owners who lease or rent space to aircraft owners will be required to carry hangarkeepers insurance. Our fire proteetion contract with the Laurel Fire Department went up $90.00 /yr. bringing it up to $310.00 per year.The cost will raise as hangars are built. Self fuelers must use an approved fueling area,a.ircraft must be grounded and are required by law to pay the Airport 5 0 per gallon.-Refueling in hangars is strictly prohibited. The Airport will provide tie down ropes to Northern Skies Aircraft to loan to transient aircraft.These must be removed after aircraft departure due to increasing liability problems. We all need to remember , and to remind those that don't , that all patterns at the Laurel Airport are LEFT hand.A little common sense and commom courtesy will make using the Laurel Airport safer. l eeting adjourned at 9:15 P.M.
