June 25 , 1996
The meeting was called to order at 7:00 P.X,. by Chairman John H.Smith.
Members present were ; Bill Brennan , Bob Spannagle , Bob Western , Roy Zahm
Guests present were ; John Ostlund , Bob Roods , bent Potter , Frank Felke ,
Don Crilly , and Gary ?
Minutes of the May , 1996 meeting were approved as read.
Bills presented were ;
Billings Farmhand mower blades $ 65.68
Laurel Hardware pipe,water system $ 15.79
Laurel Co-op tractor battery 58.95
Div.10 Spec, toilet riser p 209.00
Yell. Vall. Elec. power for May ? 79.86
A`oved by Brennan , seconded by Spannagle to pay bills . Lotion passed.
Master Plan Environomental study is in Helena awaiting comment.
State of I'ontana needs copies of bids from Consulting Engineers for approval.
Roy Zahm reported that someone wants to mow the hay at the Airport. Soon we hope.
We asked for bids to replace the gate damaged last Spring by Mr. Koehler. We will submit
a claim to Er. Koehler's insurance company. Will install two 12" gates.
Bob Spannagle reported that he had talked to a County COM7 -isioner about cost sr e
paving of the Airport access road. 't'hey sounded favorable but would like a written
request signed- by the Mayor and Authority Chairman. :de need to pave 2,950 feet at a
cost of 28 d per square foot.Our cost would be approximately j 16,600. We dont have
the funds available at this time but will contact Tradeport about grant. We will
need to install at least two culverts.
A motion was made by Brennan to raise the tiedown fee from > 10 to (:a 20 per month
or $ 5.00 per week.Seconded by Spannagle . Motion passed.
A motion was made by Western that Kent Potter will keep track of aircraft tied down on the
ramp and will submit the owners names to the Laurel Treasurer for billing.Potter will
recieve 50 of the fees collected. The Authority will pay for tiedown ropes and
a cotainer to store them in. Seconded by Brennan. Motion passed.

It was felt that since the Skydivers have a trailer parked at the Airport , they
generally monopolize the park area most weekends , and since it seers to be a-money
making operation that they should contribute to the operation an upkeep of the
Airport. Moved by Zahm , seconded by Brennan that we charge then * 400.00 per year.
Motion passed.
The Laurel Chapter of the Montana Pilots Assn. would li:Ke the Authority to purchase
the Quonset but from Tent Potter. The M,.P.A. would move it onto a concrete
foundation , install a holding tank and toilet , paint it , and maintain it. They
will submit a written proposal concerning thier responsibility fat maintainence.
Estimated purchase price $ 3,000.00 .
Frank Felke requestedvthat the Authority donate to help pay for a hamburger and
stew: fry for everyone involved in Aviation. Wee'.:. Moved by Western seconded by
Brennan. Motion passed to donate r 150.00.
We are still having difficulty collecting the State mar-dated gas tax from self
fuelers and one business at the Airport. Rules regarding this will be included in
the Airport Rules and Regulations Book. We will install a ground rod and cable on
the north east corner of the ramp. This will be the only legal self fueling area at
the Airport.
Will send a letter to all hangar oir ers informing them of the fueling area and
ask them to either pay a 15.00 per year fueling fee or 5? per gallon used.
Bob Srarnagle will contact the Billings Airport Authority an find out how th-.-T
collect the flow tax from non F.B.C.s.
