This was the first meeting of the Grant Committee which was
appointed by the mayor at the April 20, 1993 Council meeting.
Barbara Campbell gave an overview of what needs to be done to
develop an active grant program, which consist of three primary
components:
1. Economic Development
2. Housing
3. Public Facilities (includes, but not
limited to,-Daycare Centers, Senior
Citizen Centers, Water & Sewer systems.)
The first step is to compile a data base, including various
population information. Many other kinds of information and
statistics about the Laurel community need to be compiled which
would include a community needs assessment. Double-Tree, Inc.,
will help develop a survey form and assist in conducting a survey.
Carole Mayes reported that a survey, which is required every ten
years, was just recently completed for the school district. This
survey may contain some data that we can use and she will try to
get a copy.
The next step would be to prepare a priority list. After this is
completed work will begin on preparing a grant application.
Barbara said that it is too late for submitting an application this
year.
Double-Tree, Inc., only targets projects that cost over $500,000-
Major Community Projects.
Grant writer fees were discussed. They do not charge for the
initial planning and gathering of information. However, when work
on a project begins they will start charging. Barbara suggested
budgeting about $7,500 for this coming fiscal year.

Discussion regarding the name of this committee, rather than the
"Grant Committee". Suggestions were; Citizens Develoment
Committee, Community Development Committee, Community Development
Grant committee, and Citizens Advisory Committee.
The next meeting will be held on May 27, 1993, 12:00 Noon, at the
Owl Cafe.
The meeting was adjourned at 12:55 p.m.
