MT SD 107 0 City of Laurel Garbage Committee Laurel, MT 59044 ATTN: Mr. Don Myers Mr. Myers: I would like to thank this committee for allowing us to submit these proposals pertaining to the collection and disposal of all garbage in the City of Laurel. It is our intention to provide the same quality of service that the residents and businesses have had in the past. As you will see in these proposals, our intentions are to keep the cost t"e same to residents and businesses for the next • five years by contracting with the city of Laurel for a yearly fee. Any excess gross revenue could be channeled into your city fund. To explain this in more detail, the city is collecting approximately $233,000.00 per year for garbage and disposal serv4.ce compared to Proposal #1 at $187,900.00 per year for collection and disposal, leaving a difference of $45,100.00 or Proposal #2 at $184,100.00 per year, leaving a difference of $48,900.00. WP realize the City of Laurel will have some administration and billing costs, but we feel that over a five (5) year period the city will have a surplus in their city fund. In the proposals, we would purchase the City of Laurel's equipment. Because of the difficulty in estimating the equipment value, we have based the cost upon appraisals by dealers. The two existing garbage trucks at $31,000.00 for both, the 9551 Cat at $14,500.00 and the Bolmage at S23,500.00. These proposals do not include the purchase of all existing containers. The purchase of this equipmen± can be done two ways. Complete total buy out on all existing pquirment or a purchase agreement thru the city on a four(4) year contract with a !guy out at the fifth year. 0 • Page 2 It would be necessary for us to enter into a five (5) year contract on either proposal. Please understand that these are proposals and that we realize the City of Laurel will have to put this up for bid. Because this is a proposal that could lead to a future bid, your complete confidentiality would be necessary to enable us to submit a competitive bid. MT 59107 E PROPOSAL #1 In this proposal we intend to use the City of Laurel landfill to dispose of all refuse. 1. Furnish proof of compliance with atl federal, state and city refulations, including permits any licenses. 2. Furnish a performance bond for each year ,?f a five (5) year contract. 3. To review population growth once a year on the anniversary date of years three, four and five of contract. 6. Maintain, replace and repair of containers damaged by negligence of.operator(s). 7. To respond to all complaints or suggestions that might occur during the length of the contract by the residents and commercial establishments in the City of Laurel, excluding the cost of service. 8. To provide a clean-up week two times a year, once in the spring and once in the fall. g. To provide two (2) pick-ups a week in residential areas and six (6) pick-ups a week in commercial. W. To furnish all maintenance, equipment, supplies, labor, and supervision to provide all work necessary. 11. Operate the existing landfill in compliance with all federal, state and city regulations. It will be the responsibility of the City of Laurel to provide and perform the following; 1. Provide all containers as required to perform this service. 2. Provide land for a landfill or transfer station. 3. Provide current state license for the existing landfill. 4. Pay*ent to contractor shall be due and payable on for before the tenth day of each month for services provided the previous month. 5. Inventory of containers and their condition at starting day of contract. • r YELLOWSTONE SANITATION SERVICE R 0 BOX 31 101 SKAJNW. h r 59107 PROPOSAL #2 In this proposal we intend to haul all garbage collected to the City of Billings landfill and to provide all necessary equipment to operate a transfer site which can be used by the residents of Laurel who wish to haul their own. This would allow the City of Laurel to close their existing landfill. This transfer site could located either at the existing City of Laurel landfill or possibly the city yard. It would be necessary for the City of Laurel to build the proposed transfer site. The approximate cost for a transfer site is $8000.00. We have already mentioned t"at all the equipment would be supplied by us. All provisions from Proposal #1 apply, including: 1. Total cost of City of Billings landfill charges are included in this proposal. 2. Enter in to a five (5) year contract, the first two years at the yearly cost bid and three, four and five will be unchanged except V the City of'Billings landfill charges become . excessi .- 3. If at anytime during the length of proposed contract, the City of Billings landfill charges become excessive, we can go to Proposal #1 using the City of Laurel landfill. 0
