Collins Ed Steffans Ron Marshall Marvin Carter OTHER'S PRESENT: -Dave Michael Mayor Gauthier Bob Graham Richard Barnhardt Jim Flisrand Chuck Rodgers Dennis Johnston, B.F.I. Joe Bradley A quorum (3 or more) present, the following action was taken by the Committee: The meeting was called to order by Bob Graham, Chairman. Mr. Graham expressed anger and frustration of the actions by the Mayor and City Attorney. The City Attorney drew up a contract of offer by Debra Nave and the Mayor will present the contract and Resolution to be accepted by the City Council at the November 7th meeting. Mr. Graham took acception to this action because: 1) he felt that the Mayor and City Attorney were circumventing the Garbage Committee and City Council; 2) Garbage Committee and the City Council have not selected a site for the transfer site; 3) Garbage Committee and City Council have not even decided that the City will have a transfer site; 4) personally, Mr. Graham was upset because he was caught in the middle of the situation because of being the Chairman of the Garbage Committee and part owner of one of the proposed sites. Mr. Graham felt that the Mayor and City Attorney had put the cart before the horse. Discussion was held further on the above matter. Dennis Johnston, B.F.I, representative was present and was asked if he could elaborate on B.F.I. taking over the garbage duties in Laurel. Mr. Johnston will present a proposal in two weeks to the Garbage Committee. Ob Discussion was held on the merits of the 4 proposed sites. The sites were ranked accordingly from top to bottom, as follows: 1) Nave property. 2) City Barn. 3) Valley Drive. 4) Moss Main. Motion by L.D. Collins, seconded by Marvin Carter to recommend the above mentioned rank to the City Council. Motion carried, with Bob Graham abstaining.
