A quorum (3 or more) present, the following action was taken by
the Committee:
A discussion was held on the budget problem in the solid
waste department.
Jim Worthington reported to the committee on the following
items:
1. The repairs ordered this summer by the Solid Waste
officials from Helena have been completed. They included
the retaining wall allignment and a complete overhaul
of the Bomag.
2. The state officials also visited the site on November
21, 1991. They ordered us to remove the pile of
shingles immediately and.to expidite our final
closure application for the old dump site. This
application will include cover soil analysis and
classification;, grading plan; drainage proposal
and a hydroloK?l study. They also requested that
we complete our transfer site building and
development plan as soon as possible because the
state review takes 7 months.
After many minutes of debatea motion was made by L.D. Collins,
and seconded by Ed Steffans to charge $2.00 per square for
shinglesto compensate for dumping costs. Charge will be paid at
the time of purchasing a building permit.

Realistically this will take 7 months.
After further discussion it was apparent that a rate increase
will be needed in the near future.
