A QUORUM (3 or MORE) PRESENT, THE FOLLOWING ACTION WAS TAKEN
BY THE COMMITTEE:
1.-"Theres No Place Like Home owned and operated by Pam Stenquist.
This business is a home occupation at 607 Hazel Ave. #3.
Pam will be making custom drapes at her kitchen table. There
will be no traffic or customers coming to her home. She was
a-urq?- approved by the City County Planning Board. It was also
noted that she had discussed this business with her landlord
and the neighbors surrounding her. The license committee
recommends approval by the council.
2. Celeste Davis was present to discuss with the committee if
she was in any violation with her license. A complaint had
been recieved that she was conducting business in her home,
andthat it could be a violation according to the minutes of
the March 5, 1991 Council Meeting. According to those minutes
Celeste stated she would conduct business from her yard.
At a later time she had planned to bring the shed in the
back up to fire codes and do business there. She indicated
at that time she was not going to have sales in her home.
Since that time she has changed her mind and decided to bring
the home up to fire codes so she could do business there.
Rob Harris did a fire inspection 1/8/92. The home did pass.
Rob said that the shed in back still has not'been inspected
and that no business should take place there. Celeste said
she would not be using the shed, at this time.
Vicki has talked to Joe Bradley about the business. being
conducted in the home, and if this was allowable. Joe said
that the business was in a commercial zone and if Celeste had
passed the fire inspection in the home, she could do business
from it.
Larry Thomas asked if Celeste had passed building and
electrical codes as required. Rob pointed out that there are
other businesses in Laurel that have not met those codes.He
felt we should not single this business out to meet these
standards unless we go to all the businesses.
This is planned when a new position can be made for
a building/fire inspector per our budget permitting.
Rob asked Celeste if she still intended to put up a
fence. She said she looked into the.cost.and:.could not afford one. She also stated that she wants her
business visible from the road.
Larry Thomas made a motion to ask the council to
address commercially zoned property to have a un-
sightly clutter (defined) nuisance ordinance. Ron
Marshall seconded. Passed.
Chuck Rodgers asked what this fire inspection allowed.
Did it mean she could do painting and stripping or
was it to be only used as a place for display and
sales. Rob said it was to be used as a place for sales.
The shed in back is where Celeste had planned to do
her refinishing and that had not passed a fire inspection.
Celeste, for now, will be doing her refinishing work
in her yard when weather permitted.
Rob asked for a time frame in which Celeste would have
to come in to update her license. Celeste said she
would be in the next day (1/29/92). It was decided she
must come in before the next council meeting. (2/4/92)
