HomeMy WebLinkAboutSafety Committee Minutes (29) The quarterly safety meeting will be at 11:00 AM on Tuesday,April 16,2019 in the conference room on the first floor of City Hall. If you are unable to attend personally kindly select someone to attend in your place. It would be appreciated if you would notify the shop stewards or safety representatives of the meeting also. The proposed Safety Meeting Agenda is; • Approval of Minutes—January 15, 2019 meeting • Old Business • Review of Injury and Liability Claims— ➢ Liability Claim for windshield rock chip from garbage truck on interstate east of Laurel. ➢ 2 slip and fall accidents on icy roads reported (prior to ice cleats being issued) • New Business • Other Concerns or comments Safety Committee Meeting—April 16,2019 11:OOAM Council Conference Room In Attendance:Justin Baker, Karen Courtney,Stan Langve, Nancy Schmidt Absent:Thomas Henry, Nathan Herman, HP Nuernberger, Kurt Markegard, Brent Peters,Tim Reiter, Fran Schweigert, Matt Wheeler Meeting Called to order @ 11:10 AM • No quorum—No action can be taken to approve minutes of January 15, 2019 meeting. Placed on Agenda for next meeting. • Old Business—Safety Policy has been sent to City Mayor. Karen will follow up on status of getting it to Council for adoption. • Review of Injury and Liability Claims—review finds no action required to address policy. Liability claim for rock chip was of no fault of truck as it came from tire and garbage truck was not hauling gravel.The two slip and fall accidents were on icy roads and ice cleats have now been issued as these happened before they had been received. • New Business— o Fran asked Justin to bring up the need for hearing tests to be set up for the City Shop workers as they were supposed to be done yearly, as well there were supposed to be special fitted ear plugs ordered for them. ■ Discussion about the ear plugs as they have safety foam ear plugs are special fitted ones necessary?The city has supplied the foam type ear plugs and Karen can discuss with supervisors that if these aren't sufficient to see about getting the headsets as they would be more cost efficient. ■ Karen will also need to check on the hearing tests that were mentioned for the City Shop workers. • Other Concerns or comments o Karen stated the OSHA required posters that were ordered have been delivered to all buildings and should be posted and out dated ones removed and destroyed. o Karen discussed employees reporting unsafe work conditions.There is a form available to report the unsafe conditions. ■ Justin asked who those need to be given to. Karen stated it would probably be best to have them given to her and then she can share with supervisors and follow up if needed.As Safety Officer she should be aware of the situations so that she can ensure that it is followed up on. ■ Justin requested some of the blank forms for the shop so they had them on hand. ■ Will also set up time to come over and explain process and reporting to all of the City Shop workers. Karen will be meeting with him on January 23rd and will see if she is able to get his approval of the Safety Policy so that it can continue to Council for adoption. • Review of Injury and Liability Claims—review finds no action required to address policy. Discussion of better ice cleats for all City workers.The report has been changed to meet HIIPA standards when presented to the Safety Committee. • New Business— o Brent Peters shared an example of the ice cleats he has been ordering for the Fire Department and that are used at the refinery. He spoke of the advantages of using this type of cleat as they do not need to be removed when not in use. It was decided that these would be ordered for all City workers with extra pairs. Brent will work with local Ace store, as they are trying to become a distributor for the product, and get them ordered. • Other Concerns or comments o Brent spoke about following up on incidents and not making it a negative or disciplinary action but rather a refresher for the departments. He urged everyone to talk briefly at their morning meetings about safety requirements for the day due to weather, projects,etc.Therefore removing the stigma that if incident reported will be disciplined. o Karen stated the OSHA 300a forms have been signed as of this morning and copies will be dispersed to the department heads for posting on the employee right to know boards in all City Buildings. o Fran brought up the safety inspections that had been done at the parks (except Thompson&Kid's Kingdom—to be completed).Some items that were found in the inspection have already been addressed and he will continue to address them as he can.Some issues will be more extensive as they will require planning on the part of the city of how to bring into compliance. o Kurt discussed the projects that are in progress at WTP and WWTP.Vests, hard hats and be aware of heavy equipment and people if having to go to those areas. o Inspection of City Buildings has found issues with ice,fire escape inspection for stability, and maintenance. Fire hazards have been identified as well. PD and Fire are still on the list to be assessed. o Justin stated that the fuel tanks at shop have been removed so that hazard no longer exists,the fire extinguisher that was on the fuel island is being kept in the office as a backup. Fire extinguishers have been serviced for the year, people with City vehicles will be responsible for inspecting and signing off monthly,as well as each building needing to do a monthly inspection of their extinguishers.Once Karen has updated inventory list,they will be given to the departments so they can ensure they have located and inspected all of them monthly.
