Section 2,Hazard(s)identification includes all hazards regarding the chemical; required label elements. Section 3,Composition/information on ingredients includes information on chemical ingredients;trade secret claims. Section 4,First-aid measures includes important symptoms/effects,acute,delayed; required treatment. Section 5,Fire-fighting measures lists suitable extinguishing techniques,equipment;chemical hazards from fire. Section 6,Accidental release measures lists emergency procedures;protective equipment; proper methods of containment and cleanup. Section 7,Handling and storage lists precautions for safe handling and storage,including incompatibilities. Section 8,Exposure controls/personal protection lists OSHA's Permissible Exposure Limits(PELs);ACGIH Threshold Limit Values(TLVs);and any other exposure limit used or recommended by the chemical manufacturer,importer,or employer preparing the SDS where available as well as appropriate engineering controls; personal protective equipment(PPE). Section 9,Physical and chemical properties lists the chemical's characteristics. Section 10,Stability and reactivity lists chemical stability and possibility of hazardous reactions. Section 11,Toxicological information includes routes of exposure; related symptoms,acute and chronic effects;numerical measures of toxicity. Section 12, Ecological information* Section 13,Disposal considerations* Section 14,Transport information* Section 15,Regulatory information* Section 16,Other information,includes the date of preparation or last revision. *Note:Since other Agencies regulate this information,OSHA will not be enforcing Sections 12 through 15(29 CFR 1910.1200(g)(2)). Employers must ensure that SDSs are readily accessible to employees. See Appendix D of 1910.1200 for a detailed description of SDS contents. Absent: Bob Vollmer. The meeting came to order at 9:00 am. The committee went over the 9 items from the shop inspection. All of the items had been addressed. The grinder which was missing a guard has been taken out of service pending the purchase of a new one. The clamps on the hoist will be submitted in the final report and if not acceptable welding of stops can be performed. The LTAP training was mentioned as Kurt Markegard would like to institute that program. An internet connection and computer would need to be set up at the shops for the webinar type training offered by the Montana Department of Transportation. Each participate would have an account that would keep track of their training. The computer would also allow shop personnel to fill out time sheets and access other information. The Boiler inspection found both the sewer plant and city hall in compliance. The boiler at the police/fire complex needs to have the expansion tank replaced and two shut off valves replaced. The boiler at the Ambulance complex needed repairs also (drain tube repaired and no items stored in front of the door to the boiler room). The Ambulance service was due for inspection by the State and prior to that a K size cylinder of oxygen had to be secured by a chain and an outlet by the oxygen needed a new outlet. Kara Hergenrider who now manages the Ambulance crew has been approached twice about setting up training for CPR classes. As of this meeting no response was received back on that. First Aid training may also be needed to bring personnel up to current certification. The extra Defib units at the Ambulance service for possible use at city hall or the library are not available until the chain of command can be established and the units given/loaned to other city departments. A grant for Defib units from the State was explored but it is only available to "rural'cities or towns and Laurel did not qualify. Town Pump previously had grants for such but that program has been discontinued. Due to a visit from the Montana Department of Transportation last week we discovered that the bus drivers for the city bus need to take a one hour power point presentation on drug awareness and may be subject to random drug testing. Cheryll, Keith, Keith and Dorothy are the employees who need to take the presentation. Only those who drive the bus while passengers are involved need testing,so Mike Mudd would be exempt as he only services the bus. Shirley Ewan will be in charge of the drug screening and random drug testing. A flammable liquids cabinet may be required at the cemetery shop if more than 10 gallons of flammables are kept inside the building. Confined space entry training and rope rescue are two concerns of the public works department. On- hands classes for both would be preferred to taking a webinar. The Laurel Fire Department is training in rope rescue at this time. Replacement of SCBA units at the water and/or sewer plants is upcoming. Public works tried to piggy back onto an order with the Fire Department but that was unfeasible due to grant restrictions. Refresher training on the current units would be beneficial. The next meeting will be held on a Wednesday yet to be determined in February. Keith will inform all parties concerned once the date is set. The meeting came to a close at 9:30 am
