LICENSE COMMITTEE
OCTOBER 28, 1992
5:00 P.M.
CITY HALL
MEMBERS PRESENT:
Ron Marshall
Vicki Metzger
Joe Bradley
Gay Easton
Mike Atkinson
OTHERS PRESENT:
Jean Carroll Thompson
CHAIRMAN: Bob Graham
A QUORUM (3 or MORE) PRESENT, THE FOLLOWING ACTION WAS TAKEN
BY THE COMMITTEE:
Jean Carroll Thompson was present to appeal her license fee
of $50.00 for a ticketing agent license. She filled out a
new application stating she had only one business. (See at-
tached application)
She stated that she wants her updated application to be con-
sidered one business since most items in the depot are sold
to bus customers.
The problem seems to be, they are also selling clothing,
crafts, Watkin Products, and various merchandise. Jean
Carroll stated that they are trying to get out of the children
clothing sales, but it will be one or two years before this
can be accomplished. She stated that they are licensed with
the State to sell pop and sandwiches. She will have the
Watkins Products removed if that is a problem.
Joe Bradley stated he still felt there was a distinguishing
difference between an independent ticket broker and selling
goods on the side. One is a service and one is a retail good.
Joe stated that the City has tried to help Thompsons in their
business. The City has exposed itself to liabilty by allowing
the bus to double park in front of the Kinder Kloset.
w r
There is no law saying that the City should allow Jean Carroll
to have the buses park on City streets. Joe feels the Council
has given Jean Carroll's business plenty of consideration. The
committee recommends that Jean Carroll revise her application
to read,"Independent bus ticketing broker, including normal
services incidental to a bus depot, such as the sale of soft
drinks and snacks to bus line customers primarily". This is
only if she wants one license as a ticketing broker. She could
have up to 30 days to remove the crafts, Watkin Products, and
clothing.
If she wants to continue the sale of merchandise, and remain
a ticketing broker, she will have to buy a second license for
her ticketing sales.
Respectfully submitted,
Bob Graham
Chairman
