Bob Graham asked that a letter received by Helena Chemical Co.
dated March 7, 1994 be included in the minutes. (See attached)
Jim Gordon stated they were here tonight applying for a business
license and they had already met with the City/County Planning
Board. He said the zoning was approved by the board for a whole-
sale distributing business at'll 5th Ave.. Helena Chemical Co.
is a Ag Chemical Company that ship their products in and out by
semitrucks. He stated there would be only 3 to 5 trucks maximum
a week.
Jim Gordon stated all their products are in packages, no formul-
ation, no repakaging, no bulk, and no mixing will be done in the
building. The products are non-explosive.
Gay stated the City's biggest concern is the spills that may get
into our sewer system. He went on to say the toxic spills and
containment would also be a concern.
Jim Gordon responded that the products are packaged in sealer,
therefore there will be no odor. Regarding containment, he stated
the building is made of concrete, it will have a apoxy sealant
all around the floor and walls. The entries will have a 4 inch
perimeter curve and ramps going over that. he went on to say
there will also be a secondary containment. They will have a
supply of sandbags and dirt piled up around the building. They
have a on call contractor that will dike any problem. The sewer
drains will be sealed off so there will be absolutely no danger
of anything going in the sewer system.

Jim Gordon stated the fire marshall will do a walk through and
will inspect the drains, and the perimeter curve. The building
has a sprinkler system. The company encourages safety and en-
viormental factor.
Bob 'raham would like in-the-minutes the agreement Helena Chem-
ical Co. had with the City/County Planning Board and Darrell
McGillen pertaining all our fire codes and.standards. Also the
agreement to have a working sprinkler system.
Larry McCann stated none of these chemicals

Jim Gordon stated Dale Cox will be in Laurel next week to do a
walk through. He will set up a pre-plan on what is needed to be
done , then the fire inspection can be done.
Larry McCann stated the only other concern he has is the drains
being sealed outside the building.
Jim Gordon agreed the drains will be sealed 'with apoxy following
the City's standards.
Jim Gordon explained that Helena Chemical Co. has 160 warehouse
locations in the U.S.. He stated they have never had a warehouse
fire. He knows they must have a plan for the worse disaster sen-
ario. Preventitive planning is their objective.
Ron Marshall moved to approve Helena Chemical Co. their business
license pending fire inspection and bringing the building to code.
Albert seconded.
Motion carried with Bob Graham voting no.

I am writing this letter to you today to clear-up any misconceptions you may
have with Helena Chemical Co. occupying the property maned by Jan Stingl,y in
Laurel, Mr.
As stated by our Branch Manager, Jim Gordon, Helena intends to operate an
agricultural chemical distribution facility to sex-vice the Marutana, North
Dakota, and Wyoming agricultural communities. We will receive packaged
chemical goods by tractor trailer and will distribute therm to our sales depots
and independent dealers as needed using our fleet of pick-up and delivery
trucks. The packaged chemical goods will be received in containers that will
range in size from 15 oz. to 110 gal. Each chemical will be distributed in
the same package as received and will at no time be repacked for distribution.
Helena Chemical Co. will not handle bulk agri-chemicals at this facility, and
as such, will not repackage any material into smaller containers.
A chemical list has been provided with this letter to detail the
agri-chemicals Helena will store at this site. All chemicals warehoused in
our facilities are governed by the United States Environmental Protection
Agency, and the Department of Transportation. As such, our agri-chemical
products meet the highest standards for labeling, container integrity, purity,
and enviromental safety.
Our locations must also ccmply with Helena's strict Standard Operating
Procedures for warehousing and shipping of agricultural chemicals. Helena
Chemical Co. is one of the leading agri-chemical distribution companies with a
safety and envir=rental record unequaled by our competitors. Since our .
beginning in 1957, Helena Chemical Co. has never had a loss due to fire at one
of our retail./ distribution facilities. Our ability to mobilize
transportation and recovery services nationwide allows us to prevent an
accidental spill frccn becoming a major environmental disaster.
The agri-chemicals listed for warehousing are rated as to their hazard, both
physical or health, by specifications outlined in the The uniform adl
Code. 1991 W. The fire ratings are listed for the physical hazard due to the
fact we will not warehouse any explosive, detonating, compressed gas, shock
sensitive, or oxidizing material. The fire ratings are based an the flash
point of the chemical mixture as tested by the chemical manufacturer.
Genera ly speaking, the flash point is the highest temperature to which the

ducal mixture must be heated so that ignition by either flame or electrical
spark can occur. As noted on our list, only two chemicals would ignite below
100 deg. F. The remaining chemicals have flash points well above 140 deg. F.
and none of our chemicals should pose a fire hazard at ambient conditions.
The health ratings are based on criteria that has been determined by the
occupational Safety and Health Administration using laboratory research for
chemical exposure. While we do have some chemicals that are toxic, the
majority are listed as an irritant health hazard. This would place than in
the same health category as table salt, black pepper, and sugar..
Sore concern has also been noted in regard to the passible emission of odors
from our chemicals. Since Helena Chemical Co. will only warehouse closed,
packaged goods at this warehouse, any odor should be detectable only due to an
accidental spill. 'phis would represent a unique occurrence that would be short
in duration and should pose no harm to the enviram-ent or any populace. More
odors are emitted during a house being treated for termites than we will
produce all year from our warehouse.

its employees will do everything in their power to prove to your comnaru.ty
that we are a good neighbor. Helena is committed to working with the local
fire and emergency response officials to ensure catplete compliance with all
regulations that may be applicable while bringing quality agri-chemical
products to your community.
