LICENSE COMMITTEE
APRIL 14, 1994

OTHERS PRESENT: V. Joe Leckie
Vicki presented to the committee a sample of the new ordinance
requiring contractors to bonded, prepared by Joe Leckie. Discussion
was held on the various reasons a compliance bond would benefit the
people of Laurel and the City.
Vicki made a motion that contractors be required to carry a
compliance bond in Laurel in order to be licensed. Ron Marshall
seconded the motion. Motion passed 5-0.
Further discussion was held on Section 3-B of the sample ordinance.
This would allow a contractor, who has held a Laurel City Business
License for three (3) consecutive years or more, not to be required
to this bonding requirement.
Vicki made a motion to present the sample ordinance to the City
Council as amended by the Committee. Ron Marshal seconded the
motion. Motion passed 6-0.
Vicki presented an application for Bare Skin Tatoos. Vicki
explained that the State Health Department, nor the Yellowstone
County Health Department, has any restrictions at this time. In the
future Laurel may want to consider making tighter restriction on
tattoo shops, massage parlors, and businesses that should have
tighter regulations.

CONTRACTOR'S BONDING ORDINANCE
CONTRACTOR'S LICENSE AND BOND REQUIREMENTS:
Be it ordained by the City Council for the City of
Laurel, County of Yellowstone, State of Montana, the following
ordinance:
Sec. 1:
a) No person shall do business as a contractor in
the City without first obtaining a contractor's license.
After approval of the license application, obtaining a
bond as required in Sec. 2, and payment of the license
fee as prescribed by Council resolution, the City shall
issue a contractor's license.
b) A contractor is defined in this Section as an
individual firm, partnership, corporation, association or
any combination of these, who undertakes or offers to
undertake or engages in the business of constructing,
altering or repairing buildings or other structures or
sidewalks or street pavements, including but not limited
to the following:

Cement or concrete contractors
Masonry contractors
Carpentry contractors
Acoustical contractors

Lawn, chemical and fertilizer applicators
Paint contractors
Plastering contractors
Plumbing contractors

Sec. 2
a) In the event that any of the above named
contractors are licensed by any department of the State
of Montana of Professional and Occupatio2a licensing,
that individual, or in the event of an entity, or an
employee of that entity, must have a current license as
issued by the agency regulating that profession or
occupation.
b) In the event a state license is required as
above, the City can require the state license number to
be included on the application submitted to the city.
Sec. 3
a) Before issuance of the contractor's license, a
performance bond in an amount prescribed by Council
resolution, shall be filed with the.i

b) Any contractor that has had a Laurel business
license for three (3) consecutive years or more, will not
be required to obtain the compliance bond as set forth in
Sec. 3 (a) above.
