Joe Leckie Vicki presented to the committee a sample of the new ordinance requiring contractors to bonded, prepared by Joe Leckie. Discussion was held on the various reasons a compliance bond would benefit the people of Laurel and the City. Vicki made a motion that contractors be required to carry a compliance bond in Laurel in order to be licensed. Ron Marshall seconded the motion. Motion passed 5-0. Further discussion was held on Section 3-B of the sample ordinance. This would allow a contractor, who has held a Laurel City Business License for three (3) consecutive years or more, not to be required to this bonding requirement. Vicki made a motion to present the sample ordinance to the City Council as amended by the Committee. Ron Marshal seconded the motion. Motion passed 6-0. Vicki presented an application for Bare Skin Tatoos. Vicki explained that the State Health Department, nor the Yellowstone County Health Department, has any restrictions at this time. In the future Laurel may want to consider making tighter restriction on tattoo shops, massage parlors, and businesses that should have tighter regulations.
