LICENSE COMMITTEE
OCTOBER 27, 1994 7:30 P.M.

R.L. Harper, owner of Laurel Taxi Service was present to protest
the penalty assessed him for not purchasing his business license.
R.L. Harper stated he would like the fee waived.
Vicki Metzger explained the license fees are due by September 1,
and he had been sent 2 previous notices.
Joe Leckie stated the fifty dollar ($50.00) fee was the set
standard we have in Laurel.
Vicki Metzger stated thirty (30) letters were sent by Joe Leckie to
businesses that had failed to purchase their licenses. Vicki
explained the other businesses have been paying the penalty.
Richard Barnhardt asked if the penalty was a little extreme.
Bob Graham replied that the Council at one time set the penalty,
and for whatever reason, that is what it is.
Mike Atkinson stated the minimum traffic ticket is sixty dollars
($60.00), so the fine is lower than a traffic or criminal offense.
Chuck Rodgers asked the penalty for doing business without a
license and getting caught.
Vicki Metzger stated it would be a misdemeanor, and a possible five
hundred dollar ($500.00) fine.
Vicki Metzger informed R.L. Harper that even though he had paid the
fifty dollars ($50.00) for his business license, he was not issued
the license. The committee decision would be needed on his paying
the penalty or not.
Bob Graham asked for a motion to waive the fine. A motion was not
made.

. Joe Leckie informed R.L. Harper that he had ten (10) days from
October 26th, 1994 to pay the penalty or cease doing business.
If R.L. Harper continues to operate his business past the ten (10),
he will be subject to being sighted for operating a business
without a business license.
Bob Graham presented his idea for having a set fee of one hundred
dollars ($100.00) for doing one business or several businesses in
Laurel, including a fire inspection.
After a lengthy discussion, it was the consensus of the committee
to leave the business licenses as they have been proposed.
