CITY HALL MEMBERS PRESENT: Miles Walton Dirk Kroll Larry McCann Cathy Gabri.an Alan Hovious (late) OTHERS PRESENT: Jeanette Koch Cheryll Lund Gary Temple The committee met to review the city business licenses for the 1998-99 fiscal year. There was discussion regarding the process of licensing and the time frame in which the different notices are sent out. Alan commented that he feels that any business licenses that have to do with the congregation of children, should be run through the police department for approval, before issuing. At the present time, we require bonding insurance for new contractors for a period of three years. Larry said that at some point, we are going to be required to have bonding insurance for all contractors. In the past, the Insurance Services Office, Inc. (ISO) was mainly concerned with business structures. Now they are looking at all business and residential buildings. The insurance rates are set by the ratings of the building departments that do the inspections. The ISO is requiring us to bond every contractor and they will start auditing us in October 1999. The end result of this would be better insurance rates for residential and business customers. Our policy for the three year bonding was set by ordinance so we need to change this ordinance. It will be to late to do it for the 1998-99 licenses so we will initiate the new bonding requirements for the 1999-20 licenses. It was stated that there is a bill for the 1999 legislature that would allow the state to license contractors. If this passes, the city would not be able to license contractors and we would lose this revenue. It was the recommendation of the committee that Jeanette Koch and Cheryll Lund be on the License Committee as they both work with licensing. Motion„by Miles Walton to approve the business licenses for fiscal year 1998-99, seconded by Dirk Kroll. Motion carried.
