HomeMy WebLinkAboutOrdinance No. 574 ORDINANCE NO. 574 BEING AN ORDINANCE FINDING THAT IT IS NECESSARY FOR THE HEALTH AND WELL-BEING OF THE INHABITANTS OF THE CITY THAT MINIMUM PLUMBING STANDARDS BE ADOPTED; THAT VENTING REQUIREMENTS TO PLUMBING BE ADOPTED; THAT THE OFFICE OF PLUMBING INSPECTOR BE SET UP; THAT FEES FOR A PLUMBING INSPECTOR BE ADOPTED; THAT AN ADVISORY PLUMBING BOARD BE SET UP; REPEALING ALL ORDINANCES OR PORTIONS THEREOF IN CONFLICT HEREWITH; AND FINDING THAT AN EMERGENCY DOES EXIST, REQUIRING THE IMMEDIATE ADOPTION OF SAID ORDINANCE. WHEREAS, the City Council of the City of Laurel, in regular session, does find that the health and sanitation of the inhabitants of the City of Laurel does require that minimum plumbing and venting standards be adopted and that inspection of plumbing work done within the limits of the City of Laurel is necessary; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAUREL: Section 1. That from and after the effective date of this ordinance, all construction, repair and maintenance of all water and sewer lines within the limits of the City of Laurel shall be done in conformance with the Montana State Plumbing Code, as adopted and published by the Montana State Plumbing Board. Section 2. That from and after the effective date of this ordinance, all venting to water and sewer lines within the limits of the City of Laurel, including new construction, repair and maintenance, shall conform to the rules and regulations on file in the office of the City Engineer of the City of Laurel; such rules and regulations being incorporated into this ordinance by reference and hereof made a part. Section 3. That there is herewith created in the City of Laurel a Plumbing Advisory Board, which shall consist of seven (7) members, who shall serve without compensation and who shall be appointed by the Mayor, with appro- val of the City Council, and who shall from time to time make recommendations to the City Council as to any necessary changes or additions to the plumbing _1- t rules and regulations herein adopted. Section 4. (a). That there is herewith created in the City of Laurel the office of Plumbing Inspector, whose duties shall be to inspect all new plumbing installation; remodeling of the plumbing in existing buildings, or major repairs thereto within the limits of the City of Laurel. That no water or sewer facilities shall be served or tie on to the water and sewer facilities of the City of Laurel, until the same shall have passed inspection by the said Plumbing Inspector. (b). That the Plumbing Inspector shall be appointed by the Mayor, with the approval of the City Council. (c). That the said Plumbing Inspector shall be under the general supervision and control of the City Engineer of the City of Laurel and that application for said inspections shall be made at the City Engineer's office. That at the time of application for said inspection, the applicant shall pay to the City of Laurel the sum of $? which shall cover the cost of making said inspection. (d). That the said Plumbing Inspector shall be paid the sum of $ for making each inspection required to be made here- under and said fees shall be payable out of the funds collected under the terms of this ordinance. Section 5. That all ordinances, or parts thereof, in conflict herewith are herewith repealed. Section 6. The City Council does herewith find that an emer- gency situation does exist and the health and sanitation of the inhabitants of the City of Laurel requires that this ordinance be in full force and effect in-iniedi,ate- ly upon its passage.
