Dick Fritzler, County Rep. Hazel Klein, City Rep. John VanAken, County Rep. Kathy Siegrist, County Rep. Others present: James Caniglia, City Planner Cheryll Lund, City Secretary There was not a quorum present for this meeting. Even though there was no quorum for this meeting the Board held lengthy discussions on several items on the agenda. The board waited until 7:30 pm to start their discussions. Parma The board discussed different parking requirements in various cities around the United States. The requirements varied from city to city but the downtown parking requirements were pretty obviously the same with little or no requirements. The discussion involved issues such as diagonal parking in the downtown area and other parking issues. This discussion will continue at the January meeting. Allowin Breweries in the Central Business District At this time L.M.C. allows breweries only in Light and Heavy Industrial zoned areas. The discussion was regarding allowing breweries in Central Business District, with restrictions. After discussion and review of the Billings codes for Breweries it was decided that a public hearing will be set for the January meeting to discuss adopting codes for breweries that are similar to Billings. Miscellaneous James told the board about a piece of property that has an empty meat processing plant on Thiel Road that has a zoning of Highway Commercial on half of the property and un- zoned on the other half. Meat processing plants are not allowed in Highway Commercial zones. James has done research on this and it appears that the Planning Board Chairman can make a decision on property that is zoned this way. After discussion the board decided to recommend to the Chairman that this business be allowed because it does add needed jobs. Next month the board will meet on Thursday, January 8, 2009. There will be public hearings on parking, breweries and an annexation request. There was discussion regarding setting the meeting for 6:00 pm but this is not possible because of the monthly Park Board meeting held at 5:30 in the council chambers.
