Dear Council,
I have recently purchased two small parcels of ground that are contiguous to TenderNest in
Laurel. One is located at 1128 1St Avenue (Lots 2 & 3, Block I Ward Subdivision) and is
approximately 25, 200 square feet. The property was previously owned by David Rykowski.
The second parcel is addressed as 202 West 12th Street (Lots 1-5 Laurmac Subdivision). It is
approximately 24,750 square feet and was owned by Silas and Roberta Clincher.
The property combined is approximately 50,000 square feet and I would like to pursue
annexation into the city limits, and will also be seeking a zoning change. Based on the
application for Request for Annexation the first step for parcels smaller than a city block is to
request the council's approval to accept the application for review.
This is my request to have permission to submit the application for review.

RK Development LLC, owned by Randall Swenson wishes to annex two lots on 1 st Avenue South of 12th St. (Lots 2-3
Block 1 Ward Subdivision) and three lots on 12th Street west of 1St Avenue (Lots 1-5 Laurmac Subdivision) for a total
of approximately 50,000 square feet. Mr. Swenson wishes to expand the Tender Nest assisted living center which he
owns.
There was a concern voiced that there might be a water main cutting through his property which could pose a problem
for development. The water main in question was moved onto 1 st Avenue at an earlier date and poses no issues for
development of the property in question as a result.
Mr. Swenson must seek Council consideration for approval before the annexation process begins because the
annexation will be less than a city block (2.06 acres). Mr. Swenson has agreed to pay the cost of curb, gutter and
sidewalk for the annexed lots as well as pay the cost of city services. As he is only considering approval of
consideration for annexation at this point, other details will be addressed at Planning Board and the subsequent City
Council meetings.
