MONTANA Department of Commerce Anthony J- Preite, Director 301 S. Park Ave. * P.O. Box 200501 * Helena, Montana 59620-0501 Phone 406-841-2700 * Fax 406-641-2701 * TDD:406-841-2702 * http://commerce,mt.gov November 7, 2008 Kenneth Olson, Mayor City of Laurel POBox10 Laurel MT 59044 Dear Mayor Olson: NOV ' o zoos CITY OF LAUREL The Montana Department of Commerce has completed its scoring and ranking of the 65 applications submitted to the Treasure State Endowment Program (TSEP) for construction grants that will be awarded by the 2009 Legislature. The Department's recommendations were submitted to Governor Schweitzer and have been approved by him. The recommendations will be submitted in January to the 2009 Legislature for its consideration. The TSEP applications were analyzed, scored and ranked by the Department's staff, including the TSEP staff engineers, according to the seven criteria that are set out in the TSEP statute. The first attachment included with this letter shows the scores assigned to each application and how they ranked. The second attachment shows the amount recommended for each project. Unfortunately, the infrastructure needs in Montana detailed in your application far exceed the TSEP funding that will be available to the 2009 Legislature. Based on the revenue projections from the Governor's Budget Office, $16,083,889 will be available for grant awards for the 2011 biennium. As a result, 33 projects would be able to be funded in full. In addition, the next three projects would be recommended for funding, contingent upon funds becoming available. TSEP staff is in the process of completing the reports for each project that will be submitted to the Legislature. Once the project reports are completed, we will send a copy of it to you, along with the final engineering review report. BRIAN SCHWEITZER, GOVERNOR In the meantime, if you have any questions regarding the scoring of the TSEP applications, please call Jim Edgcomb, TSEP program manager, at 841-2785. Sincerely, a?Y"?PAI& Anthony J.
