COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman Chuck Rodgers Lauren Van Roekel Ken Olson Gay Easton Bill Staudinger Mary Embleton Cat Cumin Gary Temple Mark Mace Bud Johnson Rick Musson Jim Stevens Bill Staudinger mentioned that Bright and Beautiful Week is scheduled in May. The Laurel Revitalization League will be painting the underpass on Saturday, April 29th, and any volunteer help would be appreciated. Ken Olson clarified that the Emergency Services Committee meeting is scheduled for Monday, April 24th, not the 25th as stated on the agenda. Gary Temple read a section of the editorial published in the Laurel Outlook regarding the extradition of Sandy Stevenson. Gary stated that Mr. Stevenson should be brought back to face the charges and that it would be a tragedy to have the Crimestoppers program disgraced. Gary recently called the City-County Planning Department regarding some questions with the interlocal agreement. He was informed that applications would be considered in chronological order. Gary challenged the councilmen to consider this agreement in order to prevent isolation of the City of Laurel. Bud Johnson attended the recent Planning Review meeting. Input is still being accepted on the draft interlocal agreement. Two items were addressed at this meeting. The first item addressed some differences between the City of Billings and Yellowstone County. The second item considered a move toward regional planning, addressing what would be necessary for the City of Laurel and other communities to participate in the agreement. Clarification regarding how the prioritization process would work was presented at the meeting. Mary Embleton stated that a representative from MMIA has been in Laurel to review the requirements of our property insurance. Mary visited with him regarding liability and workers comp issues, and he has offered to present training sessions on these issues. Mary will schedule the sessions. Chief Musson explained that Governor Racicot has agreed to pay for one-half of the costs to extradite Sandy Stevenson back to the country. Yellowstone County and the City of Laurel will each pay one-fourth of the extradition costs. Rick expressed appreciation that the City of Laurel has agreed to help with the costs, and he thanked the governor and county for their participation. Jim Stevens stated that the MAACO Air Compressor has been installed and the Fire Department has received training. The cascade system is now on line and ready to be used. Progress is being made on the truck projects, and negotiations are being done for a tank for the new tender truck. The Fire Department responded to a 20-30 acre fire on Buffalo Trail. The wind came up while an individual was doing a controlled burn, and the fire was blown out of the ditch. Molt requested an agency assist, and we responded in order to prevent the fire from growing into our area. Mayor Rodgers thanked the many volunteers who give their time and effort to serve as committee members, ambulance attendants and firemen.
