CITY HALL MEMBERS PRESENT: Norm Stamper-Chairman Chuck Rodgers Dick Fritzler Chuck Dickerson LuAnne Engh Lee Barndt OTHERS PRESENT: Kurt Markegard (5:40) Mary Embleton Chairman Stamper called the meeting to order at 5:33 p.m. 1. Public Input: No public in attendance. 2. Presentation on Final Master Plan Drawings Bill Enright of Interstate Engineering, Inc. and Jolene Reick and Anthony Pratt of Peaks to Plains attended the meeting to go over the final drawings. These drawings reflect changes from the last discussion, including: • Two new access roads line up with the Yellowstone County Veterans' Cemetery roads. • Reviewed and explained the gathering plaza/columbarium. • Discussed the storm water drainage from the YC Vets Cemetery to the proposed retention pond on the east side of the city's cemetery. The county installed a culvert under the road between the two cemeteries. It is designed for a 100-year flood. Kurt voiced concerns about the county diverting their storm water onto city property. The consultants stated that cemeteries are classified as agricultural land. The retention pond location is compliant with Airport zoning. Norm stated that the plan is a tool for long-range planning and funding. It may change over time. Chuck Rodgers asked if, in the meantime, the vacant land in the northern portion can be developed and used as a par 3 golf course. Dick asked if a public restroom should be included. Discussion followed. This could be incorporated into the Maintenance Building, but the cost will not be included in the engineer's cost estimate at this time. Right now, the city is looking for costs of roads, irrigation system, and the gathering plaza. Dick asked about other amenities, such as benches, memorials, etc. near the gathering plaza. Norm stated that the city has funding to do improvements to the city's existing Veterans' cemetery. Motion by Chuck Dickerson, seconded by Lee to accept the Master Plan as presented, with allowance for future changes, and to direct the consultants to proceed with the irrigation system design. Motion passed unanimously. This recommendation will now go to the city council. LuAnne asked about the irrigation system estimate, and if it will be for the whole cemetery. Discussion followed. The consultants stated they would set up the design and cost estimates in Cemetery Commission Meeting October 15, 2008 Page 2. zones. The city already has the design for the irrigation system for the existing cemetery. The cost estimate will include irrigation systems to the swale plus the columbarium, and the phases (zones) of the northern areas. I Other Norm brought up the issue of unmarked graves, and suggested a memorial, but doesn't know of a cause or theme. Records from that era were lost. He asked Bill Enright for a cost of an underground radar device to locate these graves. Bill will research and send his findings to Norm Meeting adjourned at 6:17 p.m. Respectfully submitted, C/A44?
