A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Tom Nelson at 6:31 p.m. on September 18, 2018.

Mayor Nelson led the Pledge of Allegiance to the American flag.
Mayor Nelson asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member McGee to approve the minutes of the regular meeting of
September 18, 2018, as presented, seconded by Council Member Eaton. There was no public
comment or council discussion. A vote was taken on the motion. All seven council members
present voted aye. Motion carried 7-0.
CORRESPONDENCE:
• Laurel Chamber of Commerce minutes of August 9, 2018; Laurel Chamber of Commerce
Agenda of September 13, 2018.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
PUBLIC HEARING: None.
CONSENT ITEMS:
• Claims for the month of September 2018 in the amount of $236,914.40.
A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office.
• Clerk/Treasurer Financial Statements for the month of August 2018.
• Approval of Payroll Register for PPE 9/9/2018 totaling $216,505.69.
• Receiving the CommitteeBoard/Commission Reports into the Record.
--Budget/Finance Committee minutes of September 4, 2018 were presented.
--Council Workshop minutes of September 11, 2018 were presented.
--Tree Board minutes of September 6, 2018 were presented.
--Laurel Urban Renewal Amy minutes of August 20, 2018 were presented.
The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member Sparks. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
CEREMONIAL CALENDAR: None.

REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None.
SCHEDULED MATTERS:
• Confirmation of Appointments.
o Appoint Officer Langve as Police Captain/Assistant Chief.
Motion by Council Member Sparks to approve Officer Langve as Police Captain/Assistant
Chief, seconded by Council Member Wilke. There was no public comment or council discussion. A
vote was taken on the motion.. All seven council members present voted aye. Motion carried 7-0.
Police Chief Musson spoke regarding the newly appointed Captain Langve, his statement is attached
to these minutes. A brief badge pinning and collar brass ceremony followed.
• Resolution No. R18-66: A resolution of the City Council authorizing the Mayor to issue
a formal written request to the Montana Department of Transportation requesting use
of Urban Funds for the identified priority project located within the City of Laurel and
Yellowstone County.
Motion by Council Member Herr to approve Resolution No. R18-66, seconded by Council
Member Sparks. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
Resolution No. R18-67: A resolution of the City Council to repeal resolution R18-63,
and requesting the distribution of Bridge and Road Safety and Accountability Program
Funds
Motion by Council Member Wilks to approve Resolution No. R18-67, seconded by Council
Member Mountsier. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
Resolution No. R18-68: A resolution of the City Council resetting its September 25th
Council meeting to September 24th
Motion by Council Member Mountsier to approve Resolution No. R18-68, seconded by
Council Member Klose. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
Council Member McGee, who is the chair of Emergency Services Committee, stated that the
Emergency Services Committee is scheduled during the same time as the Council Workshop next
week. The Emergency Services Committee's September meeting has been canceled.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE -MINUTE LIMIT): None.
COUNCIL DISCUSSION:
A Council Member attended the State Firefighter Memorial dedication ceremony. They felt it was an
honor for that memorial to be located in our community. They are excited for all the new faces in all
three branches of our emergency services.
A Council Member attended the new runway dedication ceremony at the Airport along with Doc
Smith's retirement. They stated that the City needs to be proud of what the Airport Authority has
done over the past few years. There are many opportunities in their future.
MAYOR UPDATES:
Mayor Nelson spoke about attending the Airport's runway dedication.
The Mayor would like the new Planner to focus on where the City should grow and how to grow
responsibility.

ADJOURNMENT:
Motion by Council Member Eaton to adjourn the council meeting, seconded by Council
Member Herr. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:58 p.m.

Stan Langve
Last Tuesday September 11, 2018 Officer Langve stood in front of you
and spoke regarding his qualifications.
He told you that his qualifications included 19 years as a Laurel Police
Officer, evidence tech, police reserve coordinator, school resource
officer (10) years. Multi -jurisdictional task force (Yellowstone County
DUI Task Force), over 700 hours of P.O.S.T. training which included 3
phases of leadership training.
In the last 6 months or better Stan took the initiative to spend time
with Captain Mark Guy to learn the job of the captain. Stan was not
able to hold his calls in order to learn the position, he had to handle the
calls that were assigned to him and learn the job.
I would like to go back a few years to 1999. This is when Stan applied
for a police officer position for the city of laurel. I remember Stan's
interview, but I can't tell you exactly how he answered each question.
But at the end of each interview I ask the candidate if he or she have
any questions for us (police commission). Stan said YES I DO. Here is
his question directed to me (WHEN DO I START). Over my 24 years in a
command position Stan was the only person willing to be that bold and
ask that question. I have told that story many time since 1999, but I
always say that asking that question will not work for just anyone.
I knew Stan's family and knew that they had a strong work ethic. What
impressed me about Stan is that he had a strong desire to work in this
profession. While married with two young sons, Stan put himself
through night school in order to receive his associates degree in
Criminal Justice while working a full time manual labor job, and raising
a family.
I have had the pleasure of being the Chief of Police throughout his
career. I watched him start and grow into a fine police officer and now
to recommend Stan to be my second in command.
